Sub :   Holding of  Competitive Examination for filling the posts of MTS for the  vacancies (against 25% of vacancies by direct recruitment  on the basis of competitive examination restricted to the Gramin Dak Sevaks of the Division or Unit and against 25% of vacancies by direct recruitment  on the basis of competitive examination restricted to the Gramin Dak Sevaks of the Recruiting  Division or Unit for joining Army Postal Service only as Sepoy/Packer) as per Dept of Posts (Multi Tasking Staff),  Recruitment Rules, 2015 for vacancies pertaining to the year 2015-16.            

As per the instructions contained in C.O letter No. RE/30-13/2015-16 dtd 12.08.2015, the above said Examination is scheduled to be held on  27.09.2015 (Sunday) as per the recruitment rules i.e. the Department of Posts (Multi Tasking Staff ) Recruitment Rules, 2015 . The detailed time schedule for holding the examination is as follows :

2. The last  date for submission of application by candidates in the prescribed proforma to immediate controlling authorities concerned is 31.08.2015.

3.   Method of filling up of the vacancies :-

            As per the Department of Posts( Multi Tasking Staff )Recruitment Rules, 2015, Schedule Part-II(Posts of subordinate offices), Column (10) circulated vide CO letter No.RE/30-13/75(Rlg)/Corr dated 16.06.2015.

      4.   Eligibility  condition to apply for the Examination  :-

(i)           Gramin Dak Sevaks of the recruiting Division or Unit who is within the age limit of 50 years as on 01.04.2015 are eligible to appear in the Departmental Examination for promotion to the cadre of Multi Tasking Staff (against 25% of vacancies by direct recruitment  on the basis of competitive examination restricted to the Gramin Dak Sevaks of the Division or Unit).

(ii)          Gramin Dak Sevaks of the recruiting Division or Unit who is within the age limit of 18-30 years (relaxable for different categories as notified by the Govt. of India from time to time) as on 01.04.2015 for promotion to the cadre of Multi Tasking Staff against 25% of vacancies by

(iii)        direct recruitment  on the basis of competitive examination restricted to the Gramin Dak Sevaks of the Recruiting  Division or Unit for joining Army Postal Service only as Sepoy/Packer subject to the conditions applicable  mentioned in para-7(iv) of General Condition).

            The age limit for candidates belonging to Schedules Caste/ Scheduled Tribe is relaxable and upto five years and for those belonging to Other Backward Castes is relaxable upto three years).

(iv)       No minimum qualifying service is prescribed for appearing in the competitive examination limited to GDS.

5.   Educational Qualification:

      No educational qualification is prescribed for direct recruitment on the basis of Competitive Examination. If the Gramin Dak Sevak selected for appointment by direct recruitment is non-matriculate, he/she shall be given training before appointment.

6.    Vacancies

       The vacancy position for Bhubaneswar Division for the year 2015-16 is as follows.

7.    General Conditions:

           (i)  Reservation benefit as applicable to SC/ST/OBC has been provided in case of   recruitment  of GDS to the cadre of Multi Tasking Staff.

(ii)              Reservation for PH candidates is as per the extant rules in force.

(iii)  The candidates should aapply in the prescribed proforma (enclosed vide Annexure-I), The   candidates should also submit two copies of recent   passport size photographs duly attested along with their applications duly filled in the prescribed proforma.  One copy of the photograph will be pasted on the application form at the space provided for the purpose and another photograph to be  used at the time  of issue of hall permit.

     (iv)The terms and conditions for APS recruitment are as under-

(a)    Age 18-30 years (relaxable for different categories as notified by the Govt. of India from time to time.

(b)    Medically found fit as per the fitness criteria fixed by the Department of Posts/Army Postal Service from time to time.

(c)   Willing to serve in the Army Postal Service till their services are required by the Army Postal Service.

(d)   Direct Recruitment Examination for both categories i.e 25% for MTS in the Department and 25% for MTS to be deputed to APS will be common. Eligible GDSs may apply for both categories. 25% quota for MTS in the Dept will be filled first from GDS ranked higher in the merit list to the extent of vacancies and remaining GDS will be offered appointment in APS as Sepoy/Packer subject to 25% quota of vacancies earmarked for APS. If any GDS declines such appointment to MTS in the Dept or Sepoy/Packer in the APS, he/she will be debarred from appointment to MTS cadre for one year.
