Deadline for govt employees to declare assets extended

New Delhi, Jul 28 (PTI) Central government employees and NGOs receiving government funds now need not declare their assets by the deadline of July 31 as Parliament today approved an amendment in the Lokpal Act to extend the timeline.

The amendment to Section 44 of the Lokpal Act was approved by voice vote by the Rajya Sabha today, a day after the Lok Sabha did the same.

While moving the bill to amend the Lokpal Act for consideration of the House, Minister of State for Personnel Jitendra Singh said it is an immediate necessity and the provision will be examined in detail by a Parliamentary Standing Committee which will possibly submit its report before next session of Parliament.

7th Pay Commission MACP changes – Benchmark for allowing MACP increased from ‘Good’ to ‘Very Good’. Annual Increments to be withheld in the first 20 years if not eligible for MACP


Govt accepts 7th Pay Commission’s proposal for increasing the benchmark for allowing MACP from “Good” to Very Good.
The other proposal of 7th Pay Commission that annual increment will be withheld in the first 20 years of service if an employee fails to attain the benchmark for MACP or promotion, has also been accepted by Govt.
These are two significant changes in the service conditions of Central Government Employees as their pay will be related to their performance to some extent after implementation of 7th Pay Commission.
Here is the text of acceptance by Govt with respect to changes made in MACP

MACP will continue to be administered at 10, 20 and 30 years as before. In the new Pay Matrix, the employee will move to immediate next Level in hierarchy. 7th CPC Fitment factor - incorrect pay matrix table. 

It is the really a good chance to change the fitment factor. Because of incorrect pay matrix table. Could any of the Union will step forward with it.

After the recommendations only govt fixed as 2.57. Then what is the use of same table for that. Without changing the table, it should not be reflected. Govt smartly played, but Union should raise que on this?

Cabinet decision to give common fitment factor to all. But even 2.57 2.62 2.67 index remains same in the appropriate levels. No effect in 2.57.

For Eg
👉Basic 13500 * 2.57 = 34695.. Next level as per index table 35400 (level 1)

Basic 13500 *2.62 = 35370..  Next level 35400 (level 1)

👉after one increment basic 13905*2.57= 35735.(Level 2)

Basic 13905* 2.62 = 36431(level 2)

No use or no change as per pay commission recommendation report. But as per cabinet decision, 2.57 multiplication factor common to all.

round off figure should be 34700 instead of 35400.

31st Odisha Circle Postal Cultural Meet 2016-17 and inviting entry thereof.
           
The circle level Cultural Meet will be held at Bhubaneswar on 30th Aug 2016 to 31st Aug 2016. Hence entries from the willing officials are invited in the prescribed proforma those who have good performance in Vocal, Instrumental, Dance and Monoacting.

Eligibility :-The employees of the department, their spouse and dependent children can participate in the Meet. In case of GDS length of service should not be less than six months.

Entry Fee:-For each item One Rupee will be paid by the competitor as entry fee  in form of I.P.O. duly crossed and made payable to the Secretary OCPSB, O/O the CPMG Orissa Circle, Bhubaneswar-751001.

Pattern of Competition:-                  
            The competition will be held in two groups viz., Junior Group and Senior Group.
            For the Junior Group only those dependent children of the employees will be eligible who are below the age 15 years.

            For determining the age crucial date will be 30-08-2016.

            In case of participants in Junior Group the age certificate in prescribed proforma should be enclosed in the entry form. Participants below 15 years of age can not participate in Senior Group. In case of Senior Group participants they are requested to submit a declaration in the enclosed proforma.

Items of Competition:-
            Competition will be held separately for Hindustani and Karnatic Style, in Vocal and Instrumental music, Dance and Monoacting.

Accompanist :-
            Each participant can bring only one accompanist if necessary. The accompanist need not necessarily be an employee of the department or his/ her spouse or dependent children. Two (2) accompanists will be available one in Tabla and the other in Harmonium during the time of competition.

Last Date  :-        All the  entries should be forwarded through proper channel  to the   undersigned  on or before  10.08.2016                                
             
All the entries should be filled up in prescribed proforma. In case of Junior participant certificate of birth and education should be enclosed duly signed by the competent authority (Proforma enclosed). Age certificate in any other form will not be entertained.

            It may be noted that T.A. and D.A. will be paid to those participants who will secure positions in the circle cultural meet only by respective Division. However special C.L. is permissible to all eligible participants and escorts for junior participants for this purpose.

            Contents of the circular may be given widest publicity among the staff of your unit. The deserving entries may be sent to the undersigned within due date.
