Sub:- Enhancement of calculation of ceiling for PLB/Non-PLB (ad-hoc bonus) in case of Central Govt. employees.

Dear Comrade,
Inviting a kind reference to F No. 26 - 01 / 2015 – PAP, dated 02.09.2016 issued by Deptt. of Posts circulating the OM No. 7 / 4 / 2014 – E – III A, dated 29.08.2016 issued by Department of Expenditure, Ministry of Finance, this is intimate that the Department’s circular has created some sort of ambiguity with respect to drawal of bonus for GDS employees.
Though the Department vide its letter referred to above under at Sl. No. ( ii ) has instructed to refer F No. 26 - 01 / 2015 – PAP, dated 07.10.2015 which contains ex-gratia payment of bonus, Para 2 of the letter dated 02.09.2016 has categorized for calculation of PLB and ad-hoc bonus.
Since there is no specification in the letter dated 02.09.2016 for calculation of ceiling in the enhanced rate towards ex-gratia bonus paid to GDS, the Divisions are in a dilemma whether to draw the same or not. We are in receipt of several telephonic calls for necessary clarification.
As such, now the Divisions are now preparing for calculation / drawal / payment of bonus for / to Departmental employees only leaving the GDS which may dissatisfy and demotivate our GDS staff members.
Therefore, it is requested to appraise the Directorate to issue a clarificatory order in this regard at the earliest for payment of ex-gratia bonus to GDS employees.
