We hear about corruption at government offices quite often, and many a time it is said that to change the system one must be in it. Practising exactly this is a Panchayat official in Kerala, who has taken a unique stand against bribery and is being lauded on social media.


Meet Abdul Saleem Palliyalthody, a panchayat clerk at the Angadipuram panchayat office in the state, who is known for his quirky anti-bribery message. At his office desk is a message on display that reads in Malayalam, “The government pays me Rs. 811 a day (Rs. 24,340 a month) to serve you. If you are not happy with my service, please tell me about it.”





Saleem, 42, who has been serving for last three years has been updating the figures on the message every time there is a salary revision or increment, reports The Hindu. The special ‘anti-corruption’ notice went viral recently when a few visitors posted it online.


Outspoken, helpful and feisty Saleem often even help people beyond his work responsibilities. He reaches out to people and makes them aware of their rights.


Even though he suffers from 40 per cent polio disability, that does not deter the honest officer from making field trips. His seniors and bosses claim that he creates a positive impact on his other colleagues and also has a good impact on the villagers coming to the office. Unlike other staffers, Saleem is from the same village in the Malappuram district and has also worked elsewhere, including in West Asia.

Sub: Grievances of the Central Government Employees

Owing to serious discontentment on various retrograde recommendations of the VII CPC, there had been countrywide resentment among the Central Government Employees, and the Staff Side(JCM), under the aegis of the NJCA, had decided for an “Indefinite Countrywide Strike”, commencing from 6th July, 2016, which was deferred after negotiations with the GoMs, comprising of Hon’ble Minister for Home Affairs, Finance Minister, Railway Minister and State Minister for Railways, held on 30.06.2016, wherein it was assured that, demands of the Central Government Employees, viz. improvement in Minimum Wage and Fitment Formula, Rates of Allowances, Guaranteed Pension/Family Pension in lieu of NPS etc. would be resolved within a fixed time frame of four months, for which committees were constituted by the Government of India.


While substantial delay took place in setting-up of various committees itself, however, it is a matter of deep concern that, the committees have not yet finalized their reports despite lapse of more than eight months time.

The Staff Side had, at the very outset, opposed setting-up of Committee on Allowances, demanding upward revision and restoration of certain allowances which were recommended to be abolished by the 7th CPC, nevertheless, the government on the contrary constituted the said committee.

It may be recalled that, it has been an established convention in the past also that, payment of the revised rates of the allowances is done w.e.f. the date of implementation of the report of the Central Pay Commission, but this time, unlike previous occasion, the Central Government Employees are still being paid House Rent Allowance, Transport Allowance etc. on the pre-revised rates.

It was being expected that, Committee on Allowances would complete its proceedings within the fixed timeframe and the CGEs would be paid allowances on the revised rates w.e.f. the date of implementation of the 7th CPC report, but unfortunately, it is being delayed inordinately, owing to which there is serious resentment brewing among the CGEs.
While Committee on Allowances also met on the previous day, i.e. 28.03.2017, and we were expected that it would finalize its recommendations in the said meeting, but on enquiring we have been made to understand that, the issue of revision of rates of HRA was even not discussed in the said meeting.

We, therefore, take this opportunity to apprise you that, unjustified and inordinate delay in finalizing the reports of the committees is not only breach of the assurance given to the Staff Side by the GoMs, but also creating an uncongenial atmosphere among the CGEs.

It would, therefore, be quite appropriate that, the issue may be considered with all seriousness as per assurance given to the Staff Side, and revision of the rates of the allowances, NPS, Minimum Wage and Fitment Formula and Pension/Family Pension, along with restoration of certain allowances abolished by the 7th CPC, be finalized without further loss of time in the larger interest of industrial harmony in the country.

Revised allowances including House Rent Allowance will likely be announced for the Central Government staff after the ongoing Budget session of Parliament is over on April 12.



Direct recruitment in govt jobs dips by 89%: Govt

PTI | Mar 29, 2017 NEW DELHI: Direct recruitment in Central government jobs has declined by 89 per cent in 2015 in comparison to the year 2013, Lok Sabha was informed on Wednesday.

Total appointments made through direct recruitment have slided down from 1,51,841 in 2013, 1,26,261 in 2014 to 15,877 in 2015 which is a sharp decline of 89 per cent as compared to the year 2013, according to the data presented in the House.

There is also a 90 per cent decline in the direct recruitment of reserved category candidates in the Central government jobs in the year 2015 as compared to 2013.

The data for appointments made through direct recruitment in Central government jobs was provided today by minister of state for personnel, public grievances and pensions Jitendra Singh in response to a written reply to a question.

The data provided for 74 ministries shows that 92,928 candidates belonging to scheduled caste, scheduled tribes and other backward classes were appointed through direct recruitment in the year 2013.

In 2014, the numbers declined to 72,077 (69 ministries) which plummeted to only 8,436 (50 ministries) in the year 2015 which is a sharp decline of 90 per cent as compared to 2013, the government data shows.

"As per the data received from 79 ministries and departments for the year 2014-15, 18,822 employees (8.56 per cent) were recruited from minority communities in government services and PSUs," the Minister said.

He said as per the data received from 44 ministries and departments for the year 2015-16, 2,851 employees (7.5 per cent) were recruited from minority communities.

"The posts sanctioned in government ministries and departments are required to be filled as per the recruitment rules as and when vacancies arise.

"The filling up of posts is a continuous process depending on the vacancies arising across ministries and departments during the years and action calenders of the recruitment agencies," the minister said.

He said that in this regard all ministries and departments have been requested to take advance action for reporting vacancy position with respect to direct recruitment posts to recruitment agencies such as Union Public Service Commission and Staff Selection Commission etc.

"Further, all ministries and departments have also been requested for timely convening of the Departmental Promotion Committee meeting for filling up of promotional posts," he said.

Chhattisgarh CM announces Seventh Pay Commission for state govt. employees

Chhattisgarh Chief Minister Raman Singh today announced the implementation of Seventh Pay Commission for state government employees.
The announcement comes at a time when the implementation of the recommendation of the Seventh Pay Commission has been an issue amongst the state government.
?We have passed the budget of Rs. 81, 000 crore and this is the biggest budget in the history of Chhattisgarh. We are much ahead when it comes to financial management in the country,? Singh said.
He added that the government can take Rs. 1,400 crore in future for the development.
?Our interest rates are the lowest in India. We are a risk taker state and we will build 1,200 km of railway lines without coming under railway budget,? he added.
This move by the Chhattisgarh government is expected to benefit around three lakh employees across the state.
Chhattisgarh is one amongst the few states which has successfully implemented the recommendations made by the 7th Central Pay Commission.
There have been many issues regarding the implementation of the various dynamics of the 7th pay commission, in both the central and the state level.
This has led to not only mass show of displeasure by employees, but also threatening of strikes by many sections of the central government employees.
One of the primary concerns has been the revision of the House Rent Allowance (HRA).
Reports claim that seventh pay commission recommended that HRA will be revised to 27 percent, 18 percent and 9 percent.
Apparently a committee headed by Finance Secretary Ashok Lavasa is likely to finalise his views on HRA in its next meeting.
This decision will be taken after the examination of allowances under the recommendations of the seventh pay commission.
