Comrade Tapen Sen the Member of Parliament and General Secretary of CITU inaugurated the P3 AIC with his emotional and punctuating speech. Following are some of the important aspects of his speech:
"Trade union is a platform of class struggle. As you have strength, you are called by Admn. There are many departments where no union is met by the administration!
Many pleasantries i am seeing here and hearing here and this is not our trade union culture. You will not be able to maintain your tradition if you continue this type of pleasantries. Postal employees movement is a pre-independent one. A few including postmen strike before independence is recorded in national history. You have to maibtain that tradition. You are holding your conference in the IT hub; here the retrenchment is heavy; you don't speak about it? Earlier if u come to Bangalore you get a job; now that situation is gone and retrenchment is seen everywhere. The IT staff are also slowly coming to struggle path. You are in Bangalore, a PSU city; mainly Defence PSUs; but you see now that they are being privatised. More than 25000 of BEML public sector employees marched in protest in Bangalore and went on strike; officers and staff together on struggle but government is threatening this joint struggle. This vital PSU is being sold. Ordnance factories are being sold in the name of Nationalism. Criminal act. Right now postal is not under any such conspiracy, but tomorrow may be different. Many departments are being outsourced. You should have resisted those efforts. You must plan. Despite criminal attempts banks remain PSUs. RBI says banks to be privatized to those corporates with whom our Ministers are dining and sleeping! Railway the only Public Transport under Govt is being opened to private. So you cannot remain insulated for long; think and debate. Your segment whenever was under threat you had responded. That reflex is to be maintained and strengthened by you. There are aspects of your good work that needs to be highlighted:
1) On task towards GDS, you have advanced; that organisation is gaining ground; continue that effort.
2) Vacancies - filling up. I raised in parliament as number one issue because it links you to people. Without popular support your struggles cannot win. Unemployment is a serious problem; thousands and lakhs of vacancies vacant but contract casual workers doing that jobs! So no quality employment to educated! Everyday media say growing economy; but engineering colleges declare huge vacancies in classes; how a growing economy can have this kind of a situation?
40% of rural people in India have no access to electricity; demand is there; capacity is there; but as profit will go down electricity is not being generated to capacity! Is this the trend of growing economy?
3) Atrocities on dalits and adivasis are up; In the name of religion and caste people are being divided and distributed! So that you don't unite to fight! You are spread all over the country; wide network you have; you have the responsibility not only to you but towards all people.
4)The manner the labour laws are under attack in the country is serious; i know you have different set of rules! But once that labour laws are changed then your own service rules won't be the same! You will not be able to enjoy any collective bargaining! Just you have to give memorandum and silently will have to take what is offered! your conference is a serious affair and so take it very seriously and deliberate! I am happy to declare your AIC inaugurated!"
