NOTICE

Notice is hereby given under Article 30, read with Article 32 (a) of the Constitution of All India Postal Employees Union Group-C that the 9th Bi-ennial Circle Conference of All India Postal Employees Union, Group-C, Odisha Circle will be held at Com. Jiban Krushna Bhawan NFPE Office, Sahadevkhunta, Balasore from 07-01-2017 to 09-01-2017

The Circle Working Committee Meeting will start at 11 AM sharp on dated 07-01-2017 followed by the subject Committee Meeting.
The following shall be agenda of the Circle Conference.

AGENDA

1- Homage & Condolence.
2-Confirmation of proceedings of 8th Bi-ennial Circle Conference held at Sambalpur from 18-10-2014 to 20-10-2014.
3-Consideration & adoption of Bi-ennial Report.
4-Consideration & adoption of B-ennial Report.
5-Organisational Review:-
(a) Review of organisation position at all levels including agitational programmes.
(b) Review of strike dated 02-09-16- call by Trade Unions.
(c)Review of membership position & non-declaration result of last membership verification.
(d) Review of remittance of quota to Circle, CHQ & NFPE by the divisions.
(e) Review of problems taken in Bi-monthly, Four monthly & RJCM Meetings.
(f) Review of monthly meetings at divisional level & various divisional problems.
6- Discussion in to various problems prevailing in the Circle:-
(a) Implementation of Cadre Restructuring.
(b) CBS & CIS and problems thereof.
(c) Problems in De-quarterisation of POs having unsuitable attached post quarters.
(d) Drafting of staff frequently on Sundays/Holidays and extension of working hours.
(e) Non-sanction of TA & Medical bills
(f) Lack of repair & maintenance works to quarters & Departmental buildings.
(g)Supply of computers, peripherals, change of batteries to UPSs and provision of AC to server rooms.
(h) Non-payment of PLI/RPLI incentive bills.
(i) Return of PAs deputed to CO, RO & Divisional offices.
(j) Provision of security to cash vans, to offices and revision of line & limit of POs.
(k) Provision of AC in all bigger offices, air coolers and aqua-guards to all POs.
(l) Removal of problems faced by the beneficiaries in P & T Dispensaries Cuttack, Berhampur & C.G. Wellness Centre No-3, Bhubaneswar.
(m) Filling of all vacant posts.
(n) Problems out of demonetization.
(o) Other problems.
8- Post Master cadre & its present position.
9- LSG, HSG-II & HSG-I and its present position.
10- Accountant & APM Accounts posts.
11- Post Bank of India & target for RICT.
12- NJCA’s deferred indefinite strike from 11-07-2016 and further move by Confederation of C.G.Employees & Workers.
13- Demands of Trade Unions & Postal JCA demands
14- 7th CPC negative recommendations & Demands of NJCA, Confederation and agitational programmes thereof.
15- Task force Report and move for privatisation of Postal Services.
16- Amendment to Labour Law and its effect to Postal Unions.
17- Formulation of Policy and adoption of resolutions.
18- Election of office bearers, Supreme Councillors and appointment of Auditor.
19- Finalization of venue for next CWC/Circle Council Meeting.
