Taiwan's Postal Service Going Green, Launches Electric Scooters



TAIPEI-- Chunghwa Post Co., Taiwan's national postal service, officially put 1,627 electric scooters into service Monday as part of a company plan to phase out its entire fleet of nearly 9,000 gasoline-powered motorcycles by 2023, Taiwan's Central News Agency (CNA) reported.

In line with the Cabinet's new air pollution control action plan,the state-run company last year began planning to gradually phase out its gasoline-powered motorcycles and replace them with electric ones, said Deputy Transportation Minister Wang Kwo-tsai.

The air pollution control action plan, unveiled last year, lays out several targets: cut in half the number of air quality red alert days by 2019, replace all public vehicles with electric-powered ones by 2030, and require all scooters and cars to go electric by 2035 and 2040, respectively.

Chunghwa Post will fully replace all its 8,946 gasoline-powered motorcycles with electric ones by 2023, about 12 years earlier than the government's scheduled 2035 for a full ban on sale of gasoline-powered motorcycles, according to the company.

The 1,627 electric scooters will be used in Taipei, New Taipei, Taoyuan and Kaohsiung, and in Yilan County and offshore Penghu County.

Chunghwa Post said the change is expected to dramatically reduce the company's carbon dioxide emissions.

Long live India Post Payments Bank


Time will tell whether IPPB will succeed, but the confusion surrounding the payments bank arm of India Post is pretty high at the moment

A June 2016 report in Mint described India Post Payments Bank (IPPB) as the “hottest game in town”. Some 50 entities, including International Finance Corp., Barclays Plc., Deutsche Bank AG, Citibank NA and several state-owned banks were jostling to form different kinds of partnerships with the department of posts, or DoP, the promoter of the payments bank. Apparently, commercial banks, insurance firms and asset management companies were making a beeline to form equity partnerships, joint ventures and many other mutually beneficial arrangements with IPPB.

It’s almost a year since its first two “pilot” branches at Raipur (Chhattisgarh) and Ranchi (Jharkhand) were inaugurated by finance minister Arun Jaitley and minister of state for communications Manoj Sinha through video conferencing. Where are these banks, insurance firms and asset management companies? How has IPPB been doing? IPPB has a customer base of a few thousands and its deposit kitty is less than Rs1 crore.

The objective of this column is not to write an obituary of this initiative—something I had done not so long ago for Bharatiya Mahila Bank Ltd, a misadventure of the erstwhile United Progressive Alliance-led government. Of the 11 entities that had got the Reserve Bank of India’s (RBI’s) in-principle approval to set up payments banks so far, only four—including IPPB—have gone live and three have opted out even as another four are busy sorting out regulatory, technical and business issues. There seems to be something inherently wrong with the business model itself. On top of that, IPPB, being government-owned, has unique challenges.

Going by the RBI guidelines for payments banks, there is a need for transactions and savings accounts for the underserved in the population. Also, remittances have both macroeconomic benefits for the region receiving them as well as microeconomic benefits for the recipients. Higher transaction costs of making remittances shrink these benefits. So, the primary objective of setting up payments banks is to “further financial inclusion by providing small savings accounts and payments/remittance services to migrant labour workforce, low-income households, small businesses, other unorganized sector entities and other users, by enabling high volume-low value transactions in deposits and payments/remittance services in a secured technology-driven environment.”

Most of these services are currently provided by India’s mainstream banks, albeit with a degree of reluctance as these activities are seen to be loss-making. The challenge is how to make profits out of these services. IPPB started operations with a borrowed information technology (IT) platform from Punjab National Bank (PNB). How will a bank with very different objectives move ahead on the IT platform of a conventional universal bank? Can banking by surrogacy succeed in the payments space? A large number of bankers coming on board from PNB on deputation hasn’t helped the cause either.

Most regulatory constraints that universal commercial banks face are applicable to the payment banks as well even though their product line is thin and so are the revenue streams. IPPB, like all other payment banks (and small finance banks), is required to maintain 15% minimum capital adequacy ratio and also the cash reserve ratio, or the mandatory deposits with RBI on which it does not earn any interest (currently, it is 4% of deposits). On top of this, a payments bank needs to invest 100% of its demand deposits (it cannot take fixed deposits and recurring deposits) in government securities and deposits of scheduled commercial banks in the ratio of 3:1.

So, how will a payments bank make money? It cannot make money from deposits as the return typically is less than the cost of deposits; it can make money from payments transactions only if it has a robust, secured and comprehensive technology platform that enables clients and service providers to come together seamlessly and transact at an extremely competitive cost. The regulatory capital of Rs100 crore seems to be too little to create such infrastructure. RBI’s operational guidelines and regulatory controls give one the feeling that it wants to create banking fair price shops in the guise of payment banks.

IPPB currently offers savings bank deposits with 5.50% interest and a debit card to its customers in the two state capitals but there aren’t too many takers. Clearly, the postal bureaucrats in charge of the project do not have the nuanced understanding and skill to put up such a massive life-changing and technology-driven bank for the masses.

After using the PNB technology platform at the initial stage, IPPB is now looking for its own platform. DXC Technology (a former Hewlett-Packard Co. enterprise) will create the IT backbone. I wonder why only two bidders (DXC Technology and FIS) responded to the request for proposal, or RFP, issued by the DoP, and that, too, after cancelling the first RFP? For any large, complex project, an RFP is considered to be the heart and soul of the procurement. There were thousands of queries by the initial bidders but only one entity, Polaris Financial Technology Ltd, made a bid in the first round which got cancelled. Do the technology providers lack confidence in the viability of the business proposition?

It might be worthwhile to take a look as to what IPPB can offer which India Post cannot. India Post has been providing deposit services to a large number of small customers across the country; it also has a limited remittance service. So, IPPB needs to provide its customers with a robust and efficient payments facility without much complexity of transaction formalities, and at a cheap price.

Would this product line generate adequate revenue to have a healthy enough profitability to attract investors, or would it perennially depend on budgetary support?

It is not yet clear as to what is the business model being adopted by IPPB and whether the IT system being implemented would be comprehensive and adaptive enough to meet all the objectives.

Minister of state for communication Sinha, in a written reply to a question in the Lok Sabha recently, said IPPB expects to roll out 650 branches in April.

That’s good news.

But will they be sufficient to ramp up the operations? And, what will these branches do?

My understanding is that these bank branches (housed in India Post office outlets) will be the control office or back office while India Post, with its 150,000 branches, will be the corporate business correspondent of IPPB. In that sense, IPPB will be a faceless bank without any direct contact with its customers.

There are many questions to ask:

— Why has there been undue delay in starting any meaningful operations?

— Is IPPB’s operational dependence on the DoP too heavy, making it a weak protégé of the government department?

— Is the level of operational and administrative autonomy being enjoyed by IPPB adequate to frame its own strategy?

— Who is driving the project—the CEO of IPPB or executives of India Post?

(The CEO joined in October 2017, eight months after the project took off. None can miss the overwhelming footprint of the DoP executives who do not have either accountability or the acumen in defining the business strategy.)

— Is the operational architecture capable of infusing the much-required agility and efficiency of connecting India’s 650,000 villages and delivering banking services to millions at a very cheap cost?

What is worrying is that IPPB’s dependence on DoP is understood to be continuing even after the bank will be fully operational. For example, the connectivity of the bank for all its operations (proposed 650 offices, other access points, ATMs and hand-held machines to be used for transactions) will be through the existing DoP network. One can only hope that the technology shortcomings of DoP do not get replicated in the bank.

Time will tell whether IPPB will succeed, but the confusion surrounding the payments bank arm of India Post is pretty high at the moment. If the government aims to achieve deeper banking inclusion, it would be wise to let the board of IPPB and its top management decide on its strategy. Piggy-backing DoP will create an inefficient animal always looking for the indulgent patronage of its parent—far removed from India’s digital banking dream.

Finally, it looks like the feasibility of IPPB’s business is leaning heavily on being the gateway for all direct benefit transfers, earning a commission from the government. Is that a sufficient justification for a bank to exist? Instead of setting up IPPB, the government could have gone for a common back office service provider for all its transactions.

INDIA POST PAYMENTS BANK WILL GIVE POSTMEN SMART PHONES FOR DOORSTEP BANKING TO CUSTOMERS PREDOMINANTLY IN RURAL AREAS



            New Delhi: India Post Payments Bank (IPPB) will press into service postmen equipped with smartphones to go door to door and will open 3,250 customer access points across 650 districts when it launches operations in March, seeking to cater largely to under-banked rural areas.

            The bank will leverage the 155,000 technologically upgraded post offices, of which 129,000 are in rural areas, as well as the existing customer base of India Post, Anant Narayan Nanda, secretary, department of posts, and chairman of IPPB, said in an interview.

            A special dispensation from the Reserve Bank of India (RBI) will enable the payments bank to link accounts of existing post office savings bank customers and let them access both on the same screen and perform transactions.

            According to Nanda, this will give a huge fillip to existing customers. India Post has around 170 million savings bank accounts.

            “By December 2018, 2 lakh postmen and gramin dak sewaks carrying mobile phones will offer doorstep banking to customers predominantly in rural areas. Eventually, this number will increase to 3.5 lakh,” Nanda said.

            The bank plans to start with 3,250 access points—five each in 650 districts—and scale up the number every month. It will employ 3,000 people—roughly half the staff will be on deputation from state-run banks and India Post.

            The bank is in the process of training postmen to carry out basic banking facilities such as opening bank accounts and conducting transactions on the mobile phone. Besides assisting customers, the postmen will also teach them how to perform transactions on their own. They will receive monetary incentives for both assisted and eventually self-service transactions.

            Customers will be able to access a range of services including net banking, National Electronic Funds Transfer (NEFT), Real-time Gross Settlement (RTGS) and Immediate Payment Service (IMPS). They will be able to pay utility bills, invest in mutual funds and buy insurance products on the app.

            The gramin dak sevaks and postmen will be trained by banking institutions. An internal survey by the department showed that between 70% and 80% of postmen use smartphones for personal use and are active on social networking sites and should be able to use the app with ease, Nanda said.

            At present, the post office accepts payments of around Rs46,000 crore in cash every year. With the entire network moving towards accepting digital payments, a significant portion of this amount could be handled by the banking network, an indication of the potential available for business.

            IPPB is 100% owned by India Post; it received a payments bank license from RBI in January 2017 and has begun operations on a pilot basis in Jharkhand and Chhattisgarh.

            India has three other operational payment banks—Airtel Payments Bank, Paytm Payments Bank and Fino Payments Bank.

            “India Post does have the largest reach in the rural parts of the country and the idea of financial inclusion through postmen seems very promising,” said Ashish Aggarwal, a consultant at the National Institute of Public Finance and Policy. “However, the execution has to be well done to have mass impact. The postmen need to be well-trained and equipped as even basic banking involves much more than delivering courier (packages) and letters,” he added.

Over 4 lakh central govt posts vacant as on Mar 2016: Report


NEW DELHI: Over 4 lakh posts were lying vacant across various central government departments as on March 1, 2016, according to a finance ministry report. 

Although the number of vacancies in the central government civilian jobs came down from over 6 lakhs as on March 1, 2013, to 4.21 lakh as on March 1, 2014. However, the number of job vacancies remained more or less at the same level in subsequent years as it was in 2014, the report suggested. 

As on March 1, 2016the total number of vacant posts were 15,284 in group A; 26,310 in group B (gazetted); and 49,740 in group B (non-gazetted). There were as many as 3,21,418 vacancies in group C (non-gazetted). 

The total number of job vacancies stood at 4,12,752, said the report on 'Pay and Allowances of Central Government Civilian Employees for 2016-17.'

Caste decided by birth, can't be changed by marriage: SC


A person's caste is unalterable and can't change after marriage, the Supreme Court said on Thursday, setting aside the appointment of a woman teacher who joined Kendriya Vidyalaya 21 years ago taking benefit of reservation on the ground that she was married to a Scheduled Caste man. 

A bench of Justices Arun Mishra and M M Shantanagoudar said the woman, who has now become vice-principal after serving two decades in the school, was not entitled to the benefits of reservation as she was born in an upper caste family and her caste remained so despite marrying into a Scheduled Caste family.



"There cannot be any dispute that the caste is determined by birth and the caste cannot be changed by marriage with a person of Scheduled Caste. Undoubtedly, she was born in 'Agarwal' family, which falls in general category and not in Scheduled Caste. Merely because her husband belongs to a Scheduled Caste category, she should not have been issued with a caste certificate showing her caste as Scheduled Caste," the bench said.



The woman was issued a caste certificate in 1991 by the district magistrate of Bulandshahr certifying her as of Scheduled Caste. Based on the academic qualifications and caste certificate, she was appointed as a Post Graduate Teacher in 1993 at Kendriya Vidyalaya at Pathankot in Punjab. During the course of her service, she completed her M.Ed. 



Two decades after her appointment, a complaint was filed against her seeking cancellation of her appointment, alleging she had illegally taken the benefit of reservation without belonging to Scheduled Caste category. After conducting an inquiry, authorities cancelled her caste certificate and Kendriya Vidalaya terminated her job in 2015. Challenging KV's decision, she approached the Allahabad HC which dismissed her plea, and upheld her termination. She then approached the apex court for relief.

Taking into account her unblemished service of over two decades, the SC modified the HC order and said the order of termination from service shall be treated as the order of compulsory retirement. "While exercising leniency, we have also kept in mind that she has neither played fraud nor misrepresented before authorities for getting the caste certificate... No questions were raised against her till the complaint ... came to be lodged, even when the authorities had seen the high school certificate, marksheet etc. showing her caste as Agarwal..." the bench said.

Most of the Offices of Our Division Doesn't Have the Required System, OS, Browser, RAM, Network Connectivity, NSP 2 Functionality and other mandatory requirements for CSI Software Running.

For an Example, in all the systems available in Mail Branch, Angul HO, CSI Software will not run.

The Directorate has also agreed to the above Fact of not running of CSI Software vide its letter F No 52-21/2017-Tech ( CSI ) Dt 09.01.2018.

In addition to that in the Latest eMail from Division Office,

16.01.2018 has been fixed as the last financial transaction day for BOs. 17.01.2018 has been fixed as the last financial transaction day for SOs.

19.01.2018 has been fixed as last financial transaction date for HO.

Transit and Advance Figure should be Made Nil by 17.01.2018.

All the undelivered Accountable articles (Registered/Speed/COD) including e-MOs should be delivered before 17.01.2018 and the same has to be incorporated into Meghdoot Module and respective communications should be run on 17.01.18

1. All the Undelivered Accountable Articles, eMOs etc to be delivered duely in Meghdoot Modules before 17.01.2018. But nothing has been mentioned regarding what the RMS will do ? Whether it will send articles / bags to POs or not and vice versa ( from POs to RMS ). There are definitely some undelivered accountable articles, eMOs at BOs, SOs and HOs. Additionally most of the articles recieved at HOs / SOs on 16 & 17.01.2018 will remain as undelivered as there are SOs with 2 or More days transit from RMS / HO, SOs. How can they effect delivery of All Articles. What about Booked / Rebooked, RTS, Customer Intimations and Instructions ?

2. When 16th is Last financial transaction date fixed for BO, the same daily account gets accounted after 2/3 days at SOs according to respective variable transits ( if the Director CBS, Dak Bhawan Order regarding Accounting of BO Transactions on the Further Next Day for which the Daily Account gets recieved late in the afternoon is considered ( which happens for timely EOD, due to network failure, inaccessibility )), it will be almost 19th When all the BO Transactions get Accounted at SOs. For eg. Parjang SO.

How the transit / advances including that of BOs could be made Nil by 17.01.2018.

3. User ID and Passwords. Mapping wrt Transfers and Promotions.

4. Possible miscommunication in reporting of Details of Stocks and Balances by Office Heads working with acute shortage

Public Notice on Migration of Dhenkanal Division to CSI Platform

PUBLIC   NOTICE

“Dhenkanal Postal Division is going to be migrated to Core System Integration with effect from 23.01.2018 and no financial transaction will be performed by the Post Offices w.e.f 18.01.2018. Normal works of Post Offices will be recommence from 23.01.2018. We request our valued customers kindly to bear with us. Inconvenience caused is deeply regretted.”

Migration of DHENKANAL Division to CSI Platform on 23.01.2018- Action to be taken prior to date of Migration.

 

            The following actions are to be taken prior to migration to CSI Platform-

 

(a)                  The last day for financial transactions at BO is fixed on 16.01.2018. All the BOs may be instructed through BO Slips/Phone to return the unsold stock of stamps and Cash to their Account Offices on 16.01.2018.Stamps/Cash may be supplied to BOs only after CSI Migration i.e. 24.01.2018.

(b)                  The last day for financial transactions at SO is fixed on 17.01.2018.All the undelivered Accountable articles (Registered/Speed/COD) including e-MOs should be delivered before 17.01.2018 and the same has to be incorporated into Meghdoot Module and respective communications should be run on 17.01.18. All SPMs should ensure submission of SO Daily Account dated 17.01.18 at HO on 19.01.2018 for incorporation into HO Account.

(c)                   The last day for financial transactions at HO is fixed on 19.01.2018.

(d)                  After 17.01.2018 the following communications should not be executed-RNet, EMO, ePayment and Speed Net.

(e)                  Transit/Advance Figure should be made Nil by 17.01.2018.

(f)                    No Cheque will be issued to Customers after 17.01.2018 and also no cheque should be accepted from customers for deposit in POSB till 17.01.2018.

(g)                  All the PMs/SPMs using Postmaster’s Cheque Book should furnish details of unused Cheque Leaves at their disposal as on last working day. 

The following  information should be submitted to Divisional Office after closing of Accounts on 17.01.2018-

1.      Closing Balance of the Post offices, including that of BOs under their   jurisdiction . SPMs should note that the balance once communicated to TCS cannot be changed at a later date.

2.      Category wise Stamp Balance to be provided by all Post  Offices on the close of 17.01.2018 in the format e-mailed to each office.

3.      Also category wise information of other accountable inventory such as IPOs, Inland Letters, Envelopes, Aerograms should be provided to Divisional Office in the format e-mailed to each office.

4.      A copy of Public Notice on this issue is sent enclosed. The same should be displayed at a prominent place/Notice Board of each Office.

          I am directed to request you to kindly refer to Directorate letter No.141-141/2013-SPB-II dated 31.01.14 circulated vide this office letter No. ST/46-1/Rlg/95-Corr./Ch-I dated 10/14.02.14 regarding rotational transfer guidelines. The officials in the cadre of ASPs/IPs/LSG/HSG-II/HSG-I / Postmaster Grade-I, Postmaster Grade-II, Postmaster Grade III /Stenographers/PAs (SBCO)/PAs/SAs who are due for rotational transfers on completion of post tenure or station tenure may be asked to give at least three options of the place of posting / station in order of preference with reasons to enable the authorities to consider the same while effecting transfers, if any in writing by 15.01.2018. However, it may be made clear to the officials that their request will be considered subject to administrative convenience and availability of the post.

          The options received from the officers/officials having circle level transfer liability should be forwarded to this office separately in reference to different cadres along with a statement showing information on the following points.

1. Particulars of officers/officials completing tenure by 30-09-2018

2. Date from which the officer/officials is working in the present post/station separately.

3. The name of the post office/station where the officer/official worked in last tenure with period of stay.

4. Whether anything adverse is noticed against the officer/officials as regards his work/performance and

5. Other comments if any,

          The above information in respect of all circle cadre staff officers/officials working in your unit (Separate statement for each cadre) complete in all respects should reach this office by 30.01.2018 positively.

          Please note that no reminder will be issued in this regard and delay in submission of the required information beyond the due date will be at your risk.

    This is to intimate that, it has come to notice of the undersigned that, the CBS application is not functioning in most of the RICT devices under Dhenkanal Division since 12.01.2018. The matter has been intimated to the AD(PMU),CO,Bhubaneswar. But, no update has been received till now. Due to 15th of the month the RD deposits may be hampered.

 

        As such it has been decided that, all the BOs migrated to RICT will take RD deposits manually for today only.

 

This is for information and necessary action.

Brief of National Anomaly Committee Meeting held on 11-1-2018

Issues raised by the Staff Side in the National Anomaly Committee Meeting :-

1.The JCM Forum both at the National Level and Departmental Level has become in effective and the meetings are not taking place as per the JCM Scheme due to this issues are remaining unresolved. Therefore the JCM Forum may be activated and meetings may be held regularly.

2.The Departments under the Government are arbitrarily taking decisions with regard to closure, out sourcing, displacement Of manpower in the name Of surplus etc without even discussing with Recognized Federations. Example of Defence Ministry and Ministry of Urban Affairs (Printing Press) etc are quoted. Necessary instructions may be issued to all the Departments to take the Staff Side in to confidence before taking any such decisions.

3.The Staff Side has demanded for extension of the date for switching over to 7th CPC from a date on which the employee got promotion / MACP. Instruction is not yet issued on this matter. The same may be expedited.

4.The report Of NPS Committee is not given to the Staff Side. The same may be given to the Staff Side and a meeting may also please be held with the Staff Side to discuss about the recommendation of the Committee before Govt. takes any decision.

5) The assurance given by the Ministers with regard to review of minimum pay and fitment factor has not been implemented and the issue needs to be seriously addressed by the Govt.

Responding to the above points the Chairman assured that the points raised by the Staff Side is noted and the concerned authorities may be informed. He further assured that the meeting of the Standing Committee and the National Council JCM would take place shortly.

Staff side  have already informed us that the DOPT has rejected 11 items proposed by the Staff Side on the plea that those items are not falling within the definition of Anomaly. Thereafter the Staff Side vide letter dated 14.12.2017 has once again resubmitted the items justifying Our position. Discussion took place today on those 11 items.

After discussion the following decision were taken : –

1.Anomaly in computation of Minimum wage.

After listening to the arguments put forth by the Staff Side the Chairman assured that the matter may be reconsidered for accepting this agenda as an Anomaly.

2. 3% Increment in all Stages.

will be discussed in the Standing Committee meeting.

3. Remove Anomaly due to index rationalisation:

This will be discussed in the Standing Committee meeting.

4.Minimum Pension.

Since this is a demand of the Staff Side the same cannot be discussed in the National Anomaly Committee.

5. Date of Effect of Allowances -HRA, Transport Allowance, CEA etc.

This will be discussed in the Standing Committee meeting.

6. Anomaly in the grant of DA instt. wef 1.1.2016 :

This will be further studied.

7. Implement the recommendation on Parity in Pay Scale between Sr. Auditor/ Sr. Accountant Of IA&AD and organized Accounts with Assistant of Section Officer of CSS.

A Committee Of DOPT is studying the matter. The Staff Side may wait for the decision of the Committee.

8. Technical Supervisors of Railways:

To be discussed in the Railway Departmental Anomaly Committee.

9. Anomaly in the assignment of replacement Of Levels Of pay in the Ministry of Defence, Railways, Mines etc in the case of Store Keepers.

To be discussed in the Departmental Anomaly Committee of Ministry of Defence.

10. Anomaly arising from the decision to reject option-I in pension fixation.

This issue has to be dealt separately by the Staff Side.

11. Parity in Pay Scales between Assistants ‘Stenographers in field/ Offices and Assistant Section Officer and Stenographers in CSS.

This issue would be considered after receipt of additional information from the Staff Side.
The next meeting of the National Anomaly Committee would be convened shortly.

Pre-migration issues regarding CSI implementation


Pre-migration issues regarding CSI Implementation - Directorate Letter F.No.52-21/2017-Tech(CSI) dated 09.01.2018.

Training Issues:

  • The training has been completed as per time period required by circle.
  • For User Champion training, the  officials are nominated at Circle level
  • The training has been completed as per schedule decided at circle level.
  • The matter has already been taken up with M/s TCS
  • The training material is available on online CSI Portal

Infrastructure:

Hardware is being provided as and when funds are made available. CSI will be rolled out only after the complaint hardware is there, either new, existing or upgraded, other-wise application will not run.

Connectivity issues:

Bandwidth is being upgraded wherever required. The powers of bandwidth upgradation/downgradation are decentralized to the circles in almost all the cases

          All India Postal Employees Union Group `C` / NFPE Dhenkanal conveys its heartfelt / deep condolences to Com. Aditya Prasad Panda and his bereaved family members.
