Dear Comrade,
While thanking you for the sincere efforts taken by CHQ in materializing the Cadre Restructuring proposal of Group-C postal employees, we would like to state that now 4980 number of LSG posts, 1198 number of HSG-II posts and 1160 number of HSG-I posts have been enhanced to 26494, 8579 and 2358 (including 235 number of non functional HSG-I posts) respectively vide Directorate’s letter under reference. Accordingly, Odisha Circle got 931 under LSG, 301 under HSG-II and 83 under HSG-I (including 8 non-functional posts) against the existing 101, 48 and 48 respectively which have already been distributed amongst the Divisions except 112 posts of HSG-II cadre.
The discrepancies in allotment of posts by the Directorate to Odisha Circle and distribution of the same by the Odisha Circle administration amongst different Divisions have already been brought to your notice vide our letter dated 25.07.2016 which has been originally addressed to the Circle Secretary, Odisha. This might be the position in others Circles also.
In addition to the above discrepancies, the important hurdle in implementing the order is non-availability of required number of eligible officials under various cadres to be promoted to the next higher cadre.
Illustratively, 1198 (2358 – 1160) number of eligible HSG-II officials { 35 ( 83 - 48) in Odisha Circle} need to be promoted at a time to fill up the total vacancy under HSG-I. Similarly, 7381 (8579 – 1198) number of eligible LSG officials {141 (189 – 48) in Odisha Circle} need to be promoted at a time to fill up the total vacancy under HSG-II cadre.
As known, most of the existing LSG and HSG-II officials have not completed the minimum eligibility criteria for promotion to HSG-II and HSG-I cadre respectively. The position is equally applicable to Odisha Circle. Unless these two cadres are filled in on priority basis, the actual vacancy including the current enhanced posts of 21514 (26494 – 4980) under LSG cadre cannot be ascertained for conducting DPC.
Therefore, irrespective of their length of service in the existing cadre, one time absorption of all the existing LSG and HSG-II officials in HSG-II and HSG-I care respectively is required for timely implementation of the Cadre Restructuring proposal.
Thus, we would like to request you to kindly appraise the Directorate in this regard for issuance of one-time absorption order of all existing LSG and HSG-II officials in HSG-II and HSG-I cadre respectively irrespective of their length of service in the existing cadre.
