Important Issues :
# Updation of Past Premia Posting of PLI / RPLI.
Front end method to be followed by santion of UCP to prevent any kind of inconvenience, inconsistency along with loss to the fund. Vital for RICT.

All Concerned to bring any deviations to notice.

# Posting of Staff in PLI RPLI CPCs.

Services hampered to due to non specialised posting. Existing are given more than one charge.

- Will be Done Soon.

2. Arrangement for Posts of Higher Responsibilities to remove fresh entrants and petty juniors working in the same. Case of Deepsikha, RD Site, Pallahara.

- RO / CO will Post as the posts are of LSG, HSG - 2 and HSG - 1 Cadre.

Still Requested to Do Divisional Arrangements.

3. Liquidation of Long and Huge Pending Advance. Case of Angul HO, Rest HOs, MDGs and SOs.

- Currently Forwarded are sanctioned. Long Pending Bills forwarded now for Sanction dragging suspicion.

So All are requested to send all types of bills for Sanction on monthly basis properly like Petrol / Diesel Bills, etc.

Don't keep any advance bill without forwarding them to DO.

4. Proper Electrical Earthing, Wiring, Safety Arrangements.

5. Drinking Water Facilities. Cooling Arrangements

6. Repairing of Buildings / Establishments / Staff Quarters to Avoid Leakage of Rain Water and damage to records, equipments thereof.
-) Water Problem at Talcher MDG has been solved. All that Possible at DO Level to be Done. Case to be taken up at RO / CO Level. All Office Heads to intimate discrepancies to the Secretary

7. Repairing / Exchange / Replacement of Batteries, UPS and Genset.

-) Done Where possible. Indent has been forwarded to RO. Approval from RO awaited.

-) Sanctioned on receiving the same. Back Period sanction drags suspicion. So all are requested to Submit their Bills immediately after completion of tour, Leaves, etc. Non sanctioned ones to be intimated to the Secretary

10. Look and feel : Name Plates, Letter Boxes, Furniture, De Quarterisation House and House rent paid.
Steps to be immediately taken for payment of house rent so that repairing, additional needy arrangement will be done by the house owners. Case of RD Site SO, Parjang SO. Offices to be sifted to suitable buildings. If rent comes beyond the Power of Divisional Head. Cases may be Done by RO / CO as the case may be.

-) in case of RD Site SO all amount lying UD will be paid by postmaster cheque. In case of Meramandali SO, security position is under consideration. All other cases to be intimated to the union.

11. Fill up of vacancies: Compassionate Appointment ; timely notifications : payment all dues, gratuity to retiring person on the date of retirement.

Sub:-Reimbursement of medical claims to pensioners under CS (MA) Rules, 1944 as directed by various CATS/Courts - Regarding.

The undersigned is directed to state that various references are being received in Ministry of Health and Family Welfare on the above mentioned subject. it is hereby clarified that CS (MA) Rules, 1944 are not applicable to pensioners till date.


2. It is further informed that the following options to avail medical facilities are available to Central Government pensioners:

a) Pensioners residing in CGHS covered areas:
1) They can get themselves registered in CGHS dispensary after making requisite contribution and can avail both OPD and IPD facilities.

2). Pensioners residing in CGHS areas cannot optout cf CGHS and avail anyother medical facility {i.e. Fixed Medical Allowance). Such pensioners, if they do not choose to avail CGHS facility by depositing the required contributions, cannot be granted Fixed Medical allowance in lieu of CGHS.

b) Pensioners residing in non -CGHS areas:

1). They can avail Fixed Medical Allowance (FMA) @ Rs.500/- per month

2) They can also avail benefits of CGHS- [OPD and IPD] by registering themselves in the nearest CGHS “city after“ making the required subscription.

3) They also have the option to avail FMA, for OPD treatment and CG HS for IPD treatments after making the required subscriptions as per CGHS guidelines.

3. In view. of the above, reimbursement of medical claims to pensioners under CS (MA) Rules, 1944 as directed by various CATS/Courts, need not be referred to the Ministry of Health and Family Welfare. The respective Administrative Department/Ministry may take their own decision in this regard.

4. further, all Departments/Ministries are requested to intimate their employees proceeding for retirement regarding the above options for medical facilities available to the Central Government pensioners.

5. This issues with the approval of competent authority.

All you need to know about IFSC and MICR



IFSC stands for Indian Financial System Code. This is an 11 digit alpha-numeric code used to uniquely identify all bank branches within the National Electronic Funds Transfer) network by the RBI. 

MICR code is a code printed using MICR (Magnetic Ink Character Recognition technology) on cheques to enable identification the cheques.

What is IFSC? 

IFSC stands for Indian Financial System Code. It is a 11-digit alpha-numeric code that uniquely identifies a bank branch participating in any RBI regulated funds transfer system. The IFSC code helps to transfer money using RTGS, NEFT or IMPS method. 


The first 4 digits of the IFSC represent the bank and last 6 characters represent the branch. The 5th character is zero. 

What is MICR? 

MICR is an acronym for Magnetic Ink Character Recognition which is a technology used in the banking industry in printing the MICR codes. 

A MICR code is a 9-digit code that uniquely identifies a bank and a branch participating in an Electronic Clearing System (ECS). The first 3 digit of the code represents the city code, the middle ones represent the bank code and last 3 represents the branch code. One can locate the MICR code at the bottom of a cheque leaf, next to the cheque number. It is also normally printed on the first page of a bank savings account passbook. 

What is the use of MICR Code? 

MICR Code is used in the processing of cheques by machines. This code enables faster processing of cheques. One is required to mention the MICR code while filing up various financial transaction forms such as s investment forms or SIP form or forms for transfer of funds etc. 

What is cheque number? 

A cheque number is a 6-digit number uniquely assigned to each cheque leaf. It is written on the left-hand side at the bottom of the cheque. It is advisable to check i.e. count and check the number on each cheque leaf in a new cheque book when you receive it from the bank. This is to ensure that no cheque is missing from the cheque book. 

Ideally, you should record the transaction you have used each cheque leaf for in the transaction record slip attached at the start or end of a cheque book. In this record, you should mention the cheque number, date of cheque, amount and payee. 

Where is the MICR number on a cheque? 

A MICR number on the cheque is written at the bottom of the cheque, on the right-hand side of the cheque number.

How Gratuity is Calculated?



Calculation of Gratuity


The gratuity amount depends upon the tenure of service and last drawn salary. It is calculated according to this formula: 
Last drawn salary (basic salary plus dearness allowance) X No of completed years of service X 15/26.


According to this formula, the time period of over six months or more is considered as one year.

This means if you have completed five years and seven months of service, the number of years would be considered as six years for calculation of gratuity benefit.

On the other hand, if the service period is five years and five months, for gratuity calculation it will be considered five years.

An employer can however give higher gratuity than the amount under the prescribed formula.

Maximum Amount

For government employees, Rs. 20 lakh is the maximum amount that can be paid as gratuity. The Seventh Pay Commission had recommended increase in the gratuity ceiling to Rs. 20 lakh from the earlier level of Rs. 10 lakh.

Income Tax Treatment of Gratuity

For government employees, entire amount of gratuity received on retirement or death is currently exempted from income tax.

In case of non-government employees, income tax rules on gratuity are applicable depending on whether employees are covered under the Payment of Gratuity Act, 1972 or not.

In Control Panel check:

Go to-Region and Language -Formats Tab
Date format = dd/MM/yyyy
  • Set Default Printer - Printing preferences - Document size - Letter
  • If this is not set, error will be shown while printing the Report
  • In the first run, application will show the message as below.

Login as Administrator. Password = sa
  • Configure Office Details,
  • The contact number shown here will be used for data entry. Hence this should be correct and active.
  • If Barcode Scanner is used, booking mode as Scanner is to be selected.
  • FM License number is the License number given to the Customer. 


Create only one User.
Since the application will show the Operator First, only one operator will be more convenient.
  • Application comes with Pincode database. Search by Pincode and Office options provided. BOs are not included in the database. In this version, modifying Pincode database is not allowed.
  • Booking: For booking RLs in Bulk, Press F4. Or can be accessed through Menu Data Entry-RLs Bulk Booking.
The following window will show where user has to update the FM SOM No for once in a day. When the number changes for the next day, this has to be modified. Else, simply click on OK to continue.
In the booking screen, provide the eight digits of the Barcode if manual entry procedure is followed. Or scan the Barcode no. if Scanner mode is followed.
Enter the Weight of the article and press enter key. Then the postage will be populated. 

Then Name , address are to be entered. Then select the Post office by typing the first a few letters of the Post office then press down arrow, select the PO and press enter to get the Pincode. Then the City name will appear automatically. 

This is very important. If the City name and Pincode do not match, the data will not be accepted.

At any time by clicking on View Booked RLs, the correctness of data entry can be confirmed. In case of wrong entry, editing. deleting can be done. In case of deleting the entry, serial number is to be corrected individually.
On completion of booking all articles, exporting of data is to be done by clicking on Export hotlink or menu - Dataentry - Export.
In the next window, click on the Display button. All the articles booked will be displayed. Then click on export.

On clicking Export, Data will be exported to C:\ and saved as Bulklist_ddMMyyyy.xls 

Eventhough the file is saved in Microsoft Excel 97-2003 worksheet, which is the requisite, if any error is shown while processing the file, the file is to be opened in Microsoft Excel application and saved in a different name in the following file format format:
Report of booked articles can be had through menu Reports-RLs Bulk List
Once export is over and more articles are still to be added, the booking can be continued. Howver while exporting data following message will be show. So when second export is needed, delete the file generated manually and re export the data.

Shri Manoj Sinha, Union Minister of State for Communications held a Press Conference today to brief about the initiatives and reforms done by the Ministry in last three years. Shri Manoj Sinha said that the Ministry of Communications achieved significant mile stones since May 2014. A number of initiatives were taken for efficient implementation of policies through Department of Telecomm and Department of Post. Shri Sinha said that interests of consumers who use services provided by the ministry are high on the agenda of the Government. 
Three Years Achievement of the Department of Telecommunication

1. Physical performance
·         The Indian telecom sector has made rapid strides during the last few years because of several reforms and initiatives undertaken by the Department of Telecommunications. 

·         India now has the second largest network in the world, next only to China. India crossed the landmark of one billion telephone subscribers in the year 2015-16.

·         Total subscription now stands at 1194.99 million as on 31.3.2017.

·         501.81 million connections are in rural areas and 693.18 million in the urban areas. 

·         The wireless telephony constitutes 97.96% (1170.59 million) of all subscriptions whereas share of the landline telephony now stands at 2.04% (24.40 million) at the end of March, 2017.

·         261.97 million telephones were added during April 2014 to March, 2017 as compared to 86.69 million net addition during the April, 2011 to March 2014.

·         Mobile phone addition touched 266.07 million during the period from April 2014 to March 2017 as compared to 92.92 million during the April 2011 to March 2014

·         Total internet connections as on December 2016 was 391.5 million. Total broadband connection till March 2017 stood at 276.52 million.

·         139.91 million Internet connections have been added during March 2014 to December 2016.

·         Data traffic in India has shown a six fold increase from 561 million GB in the first quarter to 2988 million GB in the third quarter of 2016-17.

·         FDI equity inflow in telecom sector from April, 2016 to March, 2017 has reached US $ 5564 million which is more than four times the average inflow of about 1.3 billion annually (since 2013-14). 

2. Spectrum reforms

·         The mega spectrum auction was held in October, 2016 sold 965 MHz of spectrum in different bands.  The auction fetched highest ever upfront payment of Rs. 32434 crore since 2012.

·         Reforms such as spectrum sharing, trading, and harmonistaion have been done in the year 2016 to facilitate rationalization and optimum use of resources.

3. Other policy reforms

·         The ‘Aadhaar based E-KYC services’ for issuing mobile connections has been prescribed from September, 2016.  Under this, a subscriber can authenticate himself using his biometrics at the point of sale.

·         One Nation - Full Mobile Number Portability (MNP) has been allowed since 3rd July 2015.
  
4. Projects

·         The flagship BharatNet program is being implemented to link each of the 2.5 lakh Gram Panchayats of India through Broadband optical fibre network.

·         As on date OFC has been laid in 202675 km covering 90027 Gram Panchayats (GPs). OFC pipes have been laid   in 2,24,340 km covering 100934 GPs.


·         Comprehensive Telecom Development Plan for North-East Region (NER) has been approved to provide mobile coverage to 8621 uncovered villages, installation of 321 mobile towers along National Highways and strengthening of transmission network


·         Proposal to setup 25,000 Public Wi-Fi Hotspots using the block-level infrastructure of BSNL’s Telephone Exchanges in rural areas has been approved.

·         A proposal for setting up of 5000 Wi-Fi Chaupals at Gram Panchayat levels in the 18 states of the country by CSC-SPV, at an estimated cost of`100 crore, to be funded from USOF, has  been approved.

·    An agreement is proposed to be signed with RailTel for setting up Wi-Fi hotspot at 200  at rural railway stations.


5. Consumer centric measures

·         Mobile phones sold in India now come with a dedicated “panic button” and Global Positioning System( GPS).

·         Department of Telecom has launched Tarang Sanchar, a web portal for Information sharing on Mobile Towers and EMF Emission Compliances. The portal can be accessed at www.tarangsanchar.gov.in

·         DoT had launched 1955 Interactive Voice Response System (IVRS) in 5 states on 23/12/2016 and in remaining states on 12/1/2017 and 16/03/2017 for obtaining public feedback on call drops

·         Both Government and TRAI are taking all possible steps and pursuing with the TSPs to address the problem of call drop and bring it down within the permissible limit.

·         Department has launched “Twitterseva” on 2nd August 2016 for obtaining feedback/grievances related to Telecom issues and services from the public.

6. MTNL
·         MTNL has launched a special program to progressively increase the fibre length by redeploying the broadband nodes (DSLAMS) near to the subscriber premises in Delhi and Mumbai thereby reducing copper length and enhancing the quality of broadband service.
·         MTNL is in the process of expansion of mobile network by adding 1080 new 3G sites for upgrading Data handling capacity to 10 Gbps.

·         Provided Wi-Fi Hotspots with more than 100 Access points at various locations in Delhi including 7 tourist places i.e. Red Fort, QutubMinar, Lodhi Garden, Humayun Tomb, PuranaQila and 5 market places i.e. Nehru Place, HauzKhas, Defence Colony, Arobindo Marg, Green Park.

·         Provided connectivity to set up 500 Wi-Fi Hotspot by Government of Maharashtra, Project commissioned on 9thJanuary, 2017.

·         MTNL provided connectivity at 133 locations for Area Traffic Control Project of Mumbai Traffic Police for Road Traffic Monitoring.

·         The free night calling facility was introduced for all landline customers for making local calls to any network in Delhi and Mumbai between 10 PM to 7 AM.

·         Launched Android based “My MTNL”APP.

·         Introduced single Pan India Customer Care No.1130.

·         Present Market Share of BSNL is 9.95% (as on 31.12.2016) which was 8.16% as on 31.12.2015.  The total income increased by 7.05% upto third quarter w.r.t. previous year same period.  EBIDTA of BSNL which was (-) 691 CR in 2013-14 has become (+) 672 CR in 2014-15 & further (+) 3855 CR in 2015-16.

·         Till date BSNL has provided 5000 Wi-Fi hotspots (approx) in more than 1000 locations.

·         BSNL is in process of setting up 40,000 Wi-FI hotspots with Mobile data off loading shortly to provide 4G experience to 2G/3G customers.

·         BSNL is planning to provide 25,000 hotspots in each of its 25,000 rural exchanges in 2016-17.

·         BSNL has provided Night free calling (between 9 PM to 7 AM) to all networks for BSNL customers.  Sunday free calling has also been extended.

·         In Maharashtra Circle 500 villages in Nagpur SSA were provide with internet facility through Public Wi-FI hotspots with Fund support of State Govt.

·         ECR CONE (Enhanced Capacity & Resilience of Core Network) has been planned with an estimated cost Rs.1000 Cr. for higher Data speed Broadband services, leasing of High capacity Bandwidth to Telecom Operators/ISP’s which will includes implementation of the Super Highway Transport Network with 100 Gbps line capacity.


Three Years Achievement of the Department of Posts

1-     IT Modernization Project

With a total outlay of Rs. 4909 Crore, the IT Modernization Project of Department of Posts is being carried out and as a result (a) Data Centre is operational at NaviMumbai, (b) Disaster Recovery Centre (DRC) has been powered on at Mysore on 15th May, 2015, (c) So far 23277 Post Offices for Core Banking Solution (CBS) and 25406 Post Offices for Core Insurance Solution (CIS) have been migrated. Automated Teller machine (ATM) Services-installed at 980 locations, (d) ATMs are inter-operable w.e.f. 31-12-2016 and (e) 28252 locations have been networked on a single Wide Area Network (WAN) and connected to Data Centre.


2-     India Post Payments Bank (IPPB)
The India Post Payments Bank (IPPB) has launched two branches in Raipur and Ranchi. IPPB aims to catalyze financial inclusion in India, by ensuring that everyone has equal access to financial services, no matter who they are, what they earn and where they live. IPPB will take basic banking to the un-banked and the under-banked across all cross-sections of society.


3-     Setting up of Post Office Passport SevaKendras (POPSKs)

The Ministry of External Affairs (MEA) and the Department of Posts (DOP) have agreed to utilize the Post Offices in the various States as Post Office Passport SevaKendras (POPSKs) for delivering passport related services to the citizens. In current phase, setting up of 129 Post Office Passport SevaKendras (POPSKs) in various parts of the country has been agreed with MEA. Out of 129, POPSKs at 50 locations have been inaugurated till 19.05.2017 including Metagalli Post Office, Mysuru in Karnataka and Dohod Head Office in Gujarat which were the first to commence operations.


4-     Mobile Money Transfer Service:-

Mobile Money Transfer is a service that enables instant money transfer from one place to another using mobile, through Indian Post Offices. The consumer just needs to have a mobile phone while the actual transmission of the money is initiated by the Postal Assistant, using his/her special handset. This service is a boon for those sections of our society who regularly remit money to their homes at faraway places and who have no access to any other financial instrument like bank account, etc. except mobile phones.
