Joint Biennial Conference of AIPEU, Group-C, Postman & MTS & GDS ( NFPE ) of Dhenkanal Divisional branch conducted successfully on 15.05.2016

The Joint Biennial Conference of AIPEU / NFPE Unions, Dhenkanal Divisional Branch comprising of AIPEU Gr - C, Postmen & MTS and AIPEU GDS ( NFPE ) was conducted Successfully in NALCO Training Institute Auditorium on 15.05.2016.

In accordance with the Notification issued vide this Union’s Letter
No: - UN / DKL / CONF / 16 – 17 / 1 Dated: - 25.04.2016, the Working Committee
sat on 12.05.2016 and finalized the agenda for the 9^th Biennial Conference and
discussed , considered and adopted the draft Biennial Report , Audited Accounts and
Budget Estimates to be presented before the 9^th Biennial Conference.

The Draft Biennial Report was released on the occasion. Wishing every success
of the Biennial Conference, the Distinguished Guests on the Dias briefed the long
successful journey of NFPE since its initiation in the name of Postal Club of Kolkatta GPO
in 1905 till date presenting the story of struggles and sacrifices of our founder leaders
and other pioneers of P & T Trade Union Movement. To maintain the glory of such an
organization in the name of NFPE, They advised the members to be knowledgeable and
militant to save the organization and the Department as well.

On the day of the Open Session on 15.05.2016, the national Flag was hoisted by Com R. C Mishra, Secretary General, NFPE/Confederation of Central Govt. Employees and Workers , the NFPE Flag by Com. R C Mishra, Circle Secretary, P-III, Odisha Circle and Vice – President, CHQ at 10 AM. The Open Session of the Conference was inaugurated by Com. R N Dhal, Ex-Leader , RJCM ( Staff Side ) and General Secretary, Odisha State CoC of Confederation of Central Govt. Employees and Workers.

In the welcome address, the Chairman Reception Committee strongly criticized the anti-working class, anti-people and anti-employee policies of the present Govt and suggested everyone to opt for electing a right Govt. that will work for the welfare of the common men and protect the national unity, social cohesion, secular and federal structure and democratic ethos of this sub-continent.

Addressing the Open Session as Chief Guest, Com R.C. Mishra Circle Secretary, P-III, Odisha Circle and Vice – President, CHQ narrated the need of the hours and role of the postal employees to save the Department.

Addressing the Open Session as Chief Speaker, Com. R N Dhal, Ex-Leader , RJCM ( Staff Side ) and General Secretary, Odisha State CoC of Confederation of Central Govt. Employees and Workers briefed the commitment of NFPE towards the nation as a whole.

Addressing the Open Session as Honorable Speaker, Com Bruhaspati Samal, Divisional Secretary, AIPEU Gr - C, Bhubaneswar Division and Vice President P3 Circle Union, elaborately discussed all the current issues affecting the Group-C employees in particular and Postmen, MTS and GDS employees in general. Intimating the activities undertaken by the CHQ / NFPE at Directorate level on MNOP, IT Modernization Project, National Postal Policy, abolition of posts and post offices, cadre restructuring, 7^th CPC and project Arrow related issues, Com. Samal told how the CHQ is functioning prioritizing redressal of the all genuine issues as early as possible. He suggested the members to make the organizations at grass root level stronger so that the Circle Union, CHQ, NFPE and Confederation will function efficiently. There is no other organization as NFPE and Confederation. So every individual members should feel proud of being a member of NFPE and motivate others to join NFPE.

Addressing the Open Session as Honorable Speaker, Com Deba Brata Mohanty, Circle Secretary, AIPEU, Postmen & MTS, Odisha Circle, elaborately discussed all the wrong policies of the Government affecting the Group-C employees in particular and Postmen, MTS and GDS employees in general.

Addressing the Open Session as Honorable Speaker, Com Nirmal Chandra Singh, Circle Secretary, AIPEU POstmen & MTS, Odisha Circle Union elaborately discussed all the current issues affecting the Gramin Dak Sevaks, the way to fight against all odds first by doing successful and 100% membership verification.

All the Delegates Briefly Discussed about the wrong economic and other policies of the Government & their adverse effect on economy, employment, GDP and and after all growth of the country.

While comrades and delegates from round the corner attended the conference, this Union was privileged to / obliged to have the kind presence of Com. Lingaraj Sahoo of Gr - C Union Bhubaneswar Division.

We also thank all members whose participation added colours to the Conference.

The Open Session was presided by Com. P K Sahoo, Divisional President and organized in a very decorative and colourful manner by Com. Saroj Kumar Mohapatra, Comrade Binaya Kumar Thumb, members of Nalco Nagar MDG, Angul Ho of this Divisional Union. Lastly all the dignitaries present on the dais were felicitated by the union.

The vote of thanks was given by Com. Chandra Sekhar Singh.

The afternoon session was started at 4 PM. The Biennial Report was presented by Com. Upendra Sahu, Divisional Secretary and the Audited Accounts by Com. Nirmal Chandra Roul, Treasurer and adopted by the General Body in the presence of our General Secretary and Circle Secretary.

Com. Upendra Sahu, Divisional Secretary placed the draft Biennial Report and Audited Accounts which were approved unanimously followed by selection of a new set of office bearers.

As many as 5 resolutions on local issues were adopted unanimously. In order to increase the participation of women employees in union activities and to create awareness on the duties and rights of the working women, the 9^th Biennial Conference unanimously resolved to form a Women Sub Committee in the line of All India level already formed by our CHQ in the 29^thAIC. It was also resolved that the Women Sub Committee will be invited for all the Divisional Working Committees.
