The agenda items for the above meeting are placed below for favour of kind reference. Sri Upendra Ku. Sahoo, Divisional Secretary Dhenkanal Division, PA Angul HO will accompany me for the said meeting. Necessary relieving arrangements may kindly be made.

AGENDA ITEMS

Item No-1/06-2015:- Arbitrary closure of Night Post office in Sundays & holidays at Rourkela HO and it is requested for restoration of the same immediately.
Brief: - It has been informed that the night post office functioning in Sundays & holidays at Rourkela HO was withdrawn by local administration without any order from the appropriate authorities. When the divisional administration was contacted, it was told that the night post office at Rourkela HO was closed on verbal order of RDPS. But, after receipt of information under RTI from Regional Office, it was made clear that no such order for closure of Night Post Office on Sunday & Holidays at Rourkela HO was issued. The Union urges for inquiry in to the matter and requests for immediate restoration Night Post Office at Rourkela HO on Sundays & holidays.

Item No-2/06-2015:- Misbehaviour to staff and graudgeful/ harassment & favouritism action to staff by the way of transfer etc- misdeeds of SPOs Dhenkanal Division. Request for immediate intervention to stop his anarchism/whimsical actions and to shift him to any individual unit for maintenance of peace & tranquillity in the division.
Brief:- Huge complaints are being received from staff of Dhenkanal Division about rough/ misbehaviour to staff by SPOs Dhenkanal Division whenever he visited offices. He used to abuse staff with unparliamentary language which is not expected from a Group-B officer. The complaints received from the staff will be placed and discussed in the floor of the meeting. In addition to above practices, he is indulged in graudgeful/vindictive action against the officials by making their transfers in last rotational transfer memo without completion of tenure in the offices. The glaring examples are the transfer of Sri Surya Kant Sahoo, PA Angul HO, transferred to Hularusingh SO, transfer of Sri Chandramani Mallick & transfer of Sri Aditya Panda from Angul HO to Parajanga SO etc. He showed undue favouritism in the transfer case of Sri Akrura Ku. Pradhan who had been brought on to Angul HO without completion of one year in Meramandali SO. Similar is the transfer of Smt. Jayanti Swain to Dhenkanal HO from Divisional Office without completion of office tenure. In this connection the allegation made to the RO by Divisional union may kindly be referred to. Inspite of lapse of 2 months , no tangible action on irregular transfer orders made by SPOs is forthcoming. We request for setting of an impartial inquiry in to all the above irregular actions by the SPOs and action may kindly be taken for his shifting to any individual unit due to his lacking to manage the division.

Item No-3/06-2015:-Water scarcity problem in Sambalpur HO and drinking water problem to staff in the offices under Sambalpur Division due to lack of provision of aqua- guards/ non-repairing of aqua- guards.
Brief:- The staff of Sambalpur are experiencing scarcity of water due to shrinking of the well. Further, the water of the bore-well is not hygienic for which the necessity of digging up of a bore well is badly required to provide hygienic water to staff. Similar also non supply of pure drinking water to staff of POs in Sambalpur division. Many offices are not supplied with aqua-guards and the aqua-guards supplied to the offices are not functioning, debarring staff to get pure drinking water. Hence, it is urged upon for supply of aqua-guards to those offices, not supplied with the same. Order may kindly be issued for repairing of aqua-guards which are not functioning within a certain time frame. It is worthwhile to mention here that majority of our staff have suffered from jaundice, widely spread in Sambalpur in the recent past.
