On 15.02.2018, Finance Minister, Sri Arun Jaitley has moved following resolutions in the Parliament to reject the two ARBITRATION AWARDS which are in favour of Central Govt Employees. 

(1) Grant of HRA for the period from 01.01.1996 to 31.07.1997 based on revised pay.  
(2) Revision of rates of Transport Allowance.

Babus to get PM's award for promoting digital payments


Prime Minister Narendra Modi would award select bureaucrats from across the country for promoting central government's key programmes, including promotion of digital payments, on the occasion of civil services day in April, according to an official statement issued today. 

A total of 2,010 applications have been received from various officers for Prime Minister's awards for excellence in public administration, it said. 

The civil services day is celebrated on April 21, every year, where bureaucrats rededicate themselves to public service and awards for excellence in public administration are also conferred. 

This is preceded by one day event on April 20 where discussions are held on relevant topics of public administration and it is attended by large cross section of civil servants. 

Four priority programmes -- Pradhan Mantri Fasal Bima Yojana, Promoting Digital Payments, Pradhan Mantri Awas Yojana - Urban & Rural, and Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDUGKY) -- have been identified for the awards to be presented on civil services day 2018. 

Under the priority programmes category, 2,010 applications have been received from 623 districts across states and union territories, the statement from personnel ministry said. 

Of the total entries, 453 are for the Pradhan Mantri Fasal Bima Yojana, 258 for promoting digital payments, 665 and 412 entries for Pradhan Mantri Awas Yojanaa Urban & Rural respectively, it said. 

A total of 222 entries have been received for Deen Dayal Upadhayay Grameen Kaushalya Yojana, the statement said. 

"A new category of awards for Additional Secretary/Joint Secretary level officers and Director/Deputy Secretary serving in Government of India has also been introduced this year to recognise their contribution towards bringing about transformational improvements in processes/systems through simplification and process re-engineering etc," it said. 

Two awards shall also be given to organisations of central/state government/district for innovations in environment conservation, disaster management, water conservation, energy, education and health, women and child-centric initiatives etc. 

Out of these, one award is earmarked for an aspirational district, the statement said. 

Under this innovation category, 999 applications have been received from various organisation out of which 138 entries are from aspirational districts, it said. 

In order to sustain efforts towards a better public administration, it is paramount to support each initiative of this kind, to encourage innovation in each public institution, to motivate civil servants and strengthen various central and state government organisations to help bridge the gaps in the existing systems and make the system more transparent, the statement said. 

It is also expected that best awarded initiatives will, be replicated wherever possible either by the districts or other organisations depending upon its suitability, it said.

CENTRAL TRADE UNIONS DECIDES TO OBSERVE ALL INDIA PROTEST DAY ON 15TH MARCH 2018

The meeting of the Central Trade Unions held on 22nd February 2018 at INTUC Office New Delhi expressed indignation and strongly condemned the Government of the day for their intensified attack on the lives and livelihood of the people and seriously compromising the national interest. 

Attack on working class centering around dismantling labour laws designed to completely casualise employment conditions through various routes like amending Contract Labour Act, introducing Fixed Term Employment etc has assumed aggressive height. Further it is noted that the Government is out to erase the public sector from the industrial map of the country. Specific cases of attack on privatization of railways, opening coal mining to private and foreign companies without any restriction whatsoever, mass scale privatization as well as destruction of defence production network through widespread outsourcing, thereby  dismantling the  almost half of the ordinance factories are some of the examples of the gross anti-people and anti-national actions of the Govt. Accumulation of huge non-performing assets of the public sector banks arising out of pilferage of bank-funds by deliberately defaulting private corporate coupled with recent explosion of frauds with bank fund engineered by the same corporate class is also a reflection of the anti-national act of the Govt indulging and patronizing the same big-business class.

The Central Trade Unions reiterated their utter condemnation against the Union Budget 2018-19 which is basically anti-worker and anti-people in character and engineered a deception on the mass of the people through loud populist slogans without actually making any resource allocation.

The Central Trade Unions denounced the Govt of India’s surreptitious move in postponing the 47th session of Indian Labour Conference, thereby reducing tripartism to a mockery.  

CTUOs noted with satisfaction the surging struggles by the working people in different sectors throughout the country, both organised and unorganized.

The workers and federations of coal and transport have been preparing for united industrywide actions to be undertaken shortly. All the Federations of Defence Production workers have jointly decided to go in for nationwide strike on 15th March 2018. Many more sectoral actions are in the offing.

The CTUOs while reiterating their resolve to intensify preparation for indefinite strike in the days to come, calls upon all their constituents and working people in general irrespective of affiliations to jointly observe

PPF, NSC Act changes not to affect tax status; aimed at allowing early closure: Govt


The government, on Tuesday, clarified that no change in interest rate or tax policy on small savings schemes, which includes PPF and NSCs, is being made through the amendments proposed in Budget 2018. 

It has been proposed in the Budget to merge the Government Savings Certificates Act, 1959 and Public Provident Fund Act, 1968 with the Government Savings Banks Act, 1873. 

With a single Act, relevant provisions of the Government Savings Certificates (NSC) Act, 1959 and the Public Provident Fund Act, 1968 would stand subsumed in the new amended Act without compromising on any of the functional provision of the existing Act, says a press note issued today. 

As per the note, these changes are proposed in order to allow the government to easily allow premature closure in the schemes and provide other procedural benefits to depositors by simply issuing a notification. 

A ministry of finance tweet also stated, "All existing protections have been retained while consolidating PPF Act under the proposed Government Savings Promotion Act. No existing benefits to depositors are proposed to be taken away through this process." 

The government through the press note also makes it clear that there is no proposal to withdraw the provision of protection against the attachment of Public Provident Fund Account under any decree or order of any court in respect of any debt or liability incurred by the depositors and the existing and future depositors will continue to enjoy protection from the attachment under the amended umbrella Act as well. 

Apart from ensuring existing benefits, certain new benefits to the depositors have been proposed under the bill. These provisions which are proposed to be incorporated in the amended Act will add to the flexibility in operation of the Account under Small Savings Schemes. These are: 

i. Premature closure 

Existing: As per PPF Act, the PPF account can't be closed prematurely before completion of five financial years. If depositor wants to close PPF account before five years in exigencies, he can't close the account. 

Proposed: To make provisions for premature closure easier in respect of all schemes, provisions could now be made through specific scheme notification. The benefits of premature closure of Small Savings Schemes may now be introduced to deal with medical emergencies, higher education needs, etc. 

ii. Investment by minors 

Existing : Investment in Small Savings Schemes can be made by Guardian on behalf of minor(s) under the provisions made in the proposed bill Guardian may also be given associated rights and responsibilities. 

Proposed : There was no clear provision earlier regarding deposit by minors in the existing Acts. The provision has been made now to promote culture of savings among children. 

iii. Proceeds to heirs 

Existing: As per existing provisions of the Acts, if depositor dies and nomination exists, the outstanding balances will be paid to nominee(s). 

Proposed: Whereas, Supreme Court in its judgement stated that nominee(s) is merely empowered to collect the amounts as Trustee for the benefit of legal heirs. It was creating disputes between the provisions of the Acts and verdict of Supreme Court. Hence, right of nominees have now been more clearly defined. 

iv. Nomination 

Existing: In the existing Acts, there is no provision for nomination with regard to account opened in the name of minor. Further, existing Acts say that if account holder dies and there is no nomination and amount is more than prescribed limit, the amount shall be paid to legal heirs. In this case, the guardian has to obtain succession certificate. 

Proposed To remove this inconvenience, provisions for nomination with regard to account opened in the name of minors have been incorporated. Further the provision has been made that if the minor dies and there is no nomination, the balances shall be paid to guardian. 

v. Grievance redressal 

Existing: The existing Acts are silent about grievance redressal. 

Proposed The amended Act allows the Government to put in place mechanism for redressal of grievances and for amicable and expeditious settlement of disputes relating to Small Savings. 

vi. Other changes 

There were no clear provisions in all the three Acts for the operation of accounts in the name of physically infirm and differently abled persons. Provisions in this regard have now been made.

                 It is seen that after Roll out of CSI  in this Division , all reports in PoS , Back Office including SAP module is saved in pdf format. Only A4 paper is required to print these reports.

 

                 So consumption of A4 xerox paper  is significantly high. It has been noticed that all most all the offices under this division are using only one side of the paper for printing of those reports letting other side in wastage.

RESOLUTION ADOPTED FROM FIVE DAYS RELAY DHARNA( 12.02.2018 to 16.02.2018) AT MEGHDOOT BHAWAN, NEW DELHI 


This mammoth 5 days’ Relay Dharna held at Chief PMG office, Meghdoot Bhawan, New Delhi notes with gravest concern that the Postal Administration has gradually become apathetic and inconsiderate towards the genuine grievances of postal employees including GDS/Part time/DRMs. Negotiating forums have been made defunct. Periodical meetings are not being held since long. Even JCM departmental council meeting has not been held since last one year. The Department of Posts is bringing about serious changes in its operation, functioning and launching new services. We are also supporting such changes for ensuring prompt services to people and there by existence of our department. But in our opinion all are being done unilaterally and in a hasty manner without caring the least even for the recommended infrastructure and training. The views of staff of our department, which is the actual resource represented by this Federation and also other legitimate bodies are completely neglected, denied of.

In recent years right from Branch/Division to All India we have conducted a series of agitation programs followed by All India Strike on 23rdAugust 2017 to express our grievances and also to attract the attention of administration in the interest of services along with the burning issues of staff side. But unfortunately we are feeling that the Postal Administration of different tiers are paying no heed to our genuine protest, rather refusing to start dialogues with the staff side. Even at present our Trade Union rights like grant of special casual leave, leave to attend union meetings and program are also drastically denied of. As a whole, the legitimacy of the staff side is being humiliated every day and purposefully organization is being made insignificant. Sometimes it looks like declaring an administrative war against its own staff and staff representatives.

This august platform still does not believe in conflicts as it would only frustrate the noble purpose of public service rendered by India Post. All ways from our side are still open for dialogue and cooperation. In this background we think for our existence it would be wise if Postal Administration comes forward and starts effective discussions to utilize the potency of the Postal employees taking them into confidence rather than treating as hurdles. With this hope this continuous demonstration demands immediate restoration of all round dialogues with the staff side at all tiers and bringing back all forum into effect. At all India level this dialogue should immediately be started on our 15 Points Charter of Demands (Copy enclosed). Already we have backed by the walls. So if present ongoing pains, miseries of staff and ignorance to staff side still are continued or intensified, the situation will compel the entire postal employees to resort to start wider form of trade union action including Indefinite Strike, for which the Administration will be solely responsible.

1.       Validation is built for HOCTM menu such that if zone date selected (entered) is less than BOD date, lodging the cheque in the zone will not be allowed. It is available for “Add” function.    This Validation triggers after click on Go.

2.       Lodging of cheque in HOCTM, is allowed for accounts of   scheme codes SBGEN, SBCHQ, SBBAS and specific office accounts  0382, 0017, 0410(DBT)

HMCLZOH:

3.     Validation added in HMCLZOH to restrict opening of zone with zone date greater than the BOD + x number of working days. x is maintained as “2” 

Ex: If BOD date is 30th  Sept 2018 .and  next two days are holidays (1st -2nd Oct), then zone can be opened for 30 sept,3rd oct and 4th oct 2018.

HICTM:

4. Validation added in HICTM.  Inward clearing and Inward reject of instruments, is allowed only for accounts of scheme codes SBCHQ,SBPEN,SBSAN.

Procedure to upgrade POS version 3.9 - CSI


Steps to upgrade CSI POS 3.9 version

1. Copy updated folder from any successful machine

2. Rename the existing POS folder as POS_backup

3. Paste the new update version folder in machine.

4. Copy the DB CON file from back up folder(POS_Backup)

If failed to do the above step properly result in data loss and there is no support from TCS also.


5. Paste same file in Back up folder.

Go to CSI POS Server

 i.e My computer/My PC/This PC open C drive
Then go to POS folder -application-BO- PTB


Then click on start.bat

My computer/My PC/This PC open C drive
Then go to POS folder -application-COUNTER- PTC


Then click on start.bat

After some time POS Back Office and POS Counter will be upgraded to the latest version

This will also resolve invalid license error.

Com.S.K.Vyasji remembrance day : 13-02-2018


Com. S. K. Vyasji, the legendary leader of the Central Govt. Employees and Pensioners passed away on 13th February, 2015.

                   Com. Vyasji was the Secretary General and President of the Confederation of Central Govt. Employees & Workers for forty years from 1967 to 2006.  He was the President and Secretary General of All India Audit & Accounts Association for a long time.  He continued as the Advisor of the Confederation and also as the Secretary General of National Co-ordination Committee of Pensioners Association (NCCPA) and Bharat Central Pensioners Confederation (BCPC) till death. 

Today is the remembrance day of Com.S.K.Vyasji on the occasion of his 3rd death anniversary.

5 Days Relay Dharna by NFPE & AIPEU GDS TO CONTINUE from 12.02.2018 to 16.02.2018

ADG Sri Tilak Dey ( Dealing with Union Matter and Service Relations ) invited NFPE AIPEU GDS for meeting in his chamber on 08.02.2018. to Discuss Charter of Demands including GDS 7th Pay Commission.

Sri Shailender Dashora DDG(SR), Smt Daisy Warla, Director(SR) and Sri R.S Mawar, A.D.G(SR) were present from Administrative side. From NFPE,  Coms. R.N. Parashar S/G – NFPE & G/S - P-III, Giriraj Singh President NFPE & G/S-R-III, Vikram Shah, G/S P-IV, S.B Yadav G/S- Postal Accounts and Virendra Tiwari G/S-SBCO participated in the meeting.

A detailed discussion took place on all agenda items.

But there is no fruitful result.

Therefore our Dharna Programme at Delhi from 12th to 16th feb 2018 will continue.
