Sub: Issues reported in Finacle i/c/w leave arrangements/ deputation
This is regarding functional disturbances reported during leave arrangements/ deputation i/c/w Finacle Role/SOL changes. On perusal of the issues so reported, it is understood that SB transactions at POs are getting suspended at times due to these issues.
Recently the following restrictions are being imposed in user profiles in Finacle by the CEPT, Chennai team:
1. Only one supervisor user is allowed in SOLs, irrespective of the class of the Post office. All remaining available supervisor users are kept under deleted status.
2. Only one counter user is allowed in sub post offices irrespective of the class of the office.
Possible scenarios affecting the counter work in light of the above situation are detailed below:
1. An SPM proceeding on leave in a single handed PO for a single day
An official is arranged to work in the PO for the day. SOL change request with privilege “SU+CPA” is placed in the CBS portal through Divisional office log in. Though the SOL change request is getting processed at around 09.30 am every day, the user profile of either counter or supervisor (at times both) are kept under deleted status. For the same to get undeleted, an email request has to be placed from PO to CPC team along with a deletion request of the existing user (actual SPM of the PO). CPC team in turn will place a deletion request of the existing user in the portal and request undeletion of the user ID of official on deputation through email to FSI team, Chennai. FSI team will ultimately effect the changes in Finacle. By the time this gets effected it happens to be around 11.00 to 12.00 pm. Till this time the counter work gets suspended at the PO.
SOL change request for the user on deputation is given at the end of the day and the official proceeds to his parent office. On the next day when the SPM assumes to charge, his/ her user profile will be under deleted status. For the same to get rectified, all the above procedure has to be repeated resulting in disruption in counter operations.
2. An SPM/PA proceeding on leave/ deputation in a double handed PO for one day
For the SPM/PA to manage the office single handedly request is placed in the CBS portal for SU+CPA role and the same gets approved. Still, the user profile of the user ID (either counter or supervisor) will be under deleted status. For the same to get undeleted, an email request is placed to CPC team. This gets processed further only after placing the deletion request of the other user who is on leave/ deputation.
On the next day, when the official is back after deputation/ leave this process has to be repeated to restore normal functioning.
3. An SB counter PA is proceeding on leave/deputed from a triple handed SO to other PO
The other PA in the triple handed SO will be managing the SB counter operations on the day of deputation. While he returns to his parent office after leave/deputation and assumes charge in the SB counter, user profile for counter of the user will be under deleted status. For the same to get undeleted, deletion request of the other active user has to be made.
4. During SB mela/ bulk account opening at SOs
As only a single official is having the counter user, fewer number of accounts could be opened in a day and no special arrangements become fruitful.
In addition to the above, in all such cases if inventory is pending in the user ID of the official on leave, deletion request is getting rejected, leading to suspension of counter works. Strict instructions are given to officials to avoid sharing of password in the CBS environment and all out efforts are being made in this regard by this office. It is feared that such restrictions in the user profile may hamper password confidentiality. Several complaints are also being received at this office from POSB customers for whom the services are getting delayed.
Hence it is requested that the above matters may kindly be looked into and taken up at appropriate levels so as to ensure smooth SB operations across the counter.
