MINUTES OF THE MONTHLY UNION MEETING OF AIPEU, CLASS – III, DHENKANAL DIVISIONAL BRANCH HELD WITH THE SUPDT OF POST OFFICES , DHENKANAL DIVISION, DHENKANAL ON 19.05.2015 AT 14.00 HOURS.

33/06-2010: The post of APM Accounts to be created at Angul HO on merger of LSG SPM post of Vikrampur SO on matching saving scheme.
Reply: - This will be examined, statistics will be obtained.
10 / 12: In spite of several agendas no improvement has been made in updating the service books of the officials by the Postmasters of both the HOs. As a result staffs are facing problems due to non regularization of service books. Request for early regularisation of service books.
Reply: - Action has already been taken up for updation of service books in both the HOs. Postmaster, Dhenkanal H.O. will be addressed for updation of service books and to intimate regarding updation in each official separately. Almost all completed as reported by PMs.

01 / 10 – 12: The look and feel of Angul HO is hidden due to the encroachment of the fruit vendors in front of the premises of the Angul HO. The fruit vendors have erected their shop attached to the boundary wall of the PO Building. Due to this the public are unaware of the position of the PO, though it is situated in the heart of the city. More over the public as well as the employees of the HO face difficulties in entering the PO Building as the customers park their vehicles in front of the entrance gate. This Union urges the Divisional Administration to take immediate steps for vacation of the fruit shops.
Reply: - The Collector, Angul has issued direction to Tahasildar / Sub -Collector, Angul for eviction of encroachment. Union of local area is requested to pursue the matter with Tahasildar / Sub - Collector for eviction. Union is requested to take up the issue with Collector / Sub - Collector for immediate eviction. The RDC, Sambalpur has been Addressed.

02 / 05 – 13: Non functioning of cash counting machines at most of the offices. No action has been taken till date.
Reply: - All S.P.Ms will be addressed to repair it. The LPC will be made for purchase of cash counting / forged note detector machine if the machines are not repaired.
01 / 09 – 13: Angul HO is functioning without UPS since last one and half months. There is frequent electric problem. No action taken for early repairing. There is every possibility of data corruption due to direct connection of electricity with server. Early action may be taken for smooth functioning of office like HO.
Reply: - The Union Side informed that Numeric recently visited. The Report of Numeric is awaited for immediate action.
02 / 09 -14: Kishoreganj Post Office is running with two hands and 17 (seventeen) BOs are functioning under a radius of 30 KMs.  As per the latest guidelines of the Directorate, creation of new Post Office is required at Jarpada. As a result it will be beneficial and the Department
Reply : - IP, Angul ( West ) will be asked to submit proposal.
Item No-16/02-2015:-    Status of Clubs and IRs under the Division
Brief: - Clubs and IRs are very important from both the Administrative and Operative staffs of the Division. They must be functional and effective.

This Union Urges the SPOs, Dhenkanal Division to take appropriate steps to improve the Status of Clubs and IRs in the Division for betterment of all concerned.
Reply: - Postmaster, Angul HO has already been asked to place requirement for IR along with the furniture available. On receipt of Information from Postmaster, Angul H.O action will be taken keeping  in view the fund position.

Item No-1/04-2015:-       Checking of Fraudulent Activities
Brief: - Appropriate Proceedings and actions against fraudulent activities must be taken to check the loss to the Government and Restoration of Peoples faith on the Department and its Image. All the Cases that are being suppressed by the Administration must be disposed at the earliest.
i.e. Case of Meramandali and R.K. Nagar SO
This Union Urges the Administration to take appropriate steps to make quick disposal of Proceedings against fraudulent activities.

Reply: - The Cases are Under Investigation.

Item No-2/04-2015:-       Review of Memorandum of Distribution of Work and Equal Distribution of Work Among All Officials for Effective Computerisation, Automation, Removal of Duplicacy of Work and to Increase the Validity, Correctness and Sensibility of MIS / Web Portals    .

Brief: - Equal Distribution of Work must be Done Among All Officials in All Offices for Smooth Functioning of Office Works. Case of OAs of DO, Angul HO, Hulurisingha SO.
This Union Urges the SPOs, Dhenkanal Division to take appropriate steps in this Regard.

Reply: - All the S.P.Ms are instructed to Submit Fresh Memo of Distribution of Work referring the Present MDW. No Revised MDW Received from SPMs.


Item No-4/04-2015:-       Faulty Rotational Transfer Memo.

Brief: - Excess Expenditure / Loss to the Government in Shape of TA and TP which could have been easily avoided by preserving all rules and norms. Ignorance of Choices Given By the Staff. Transferring Nearly Retiring Staffs to Distant Places instead of their Places of Choice / Native Place causing Huge Loss to the Department in Shape of TA and TP as They are Entitled for TA and TP Now and again on their Retirement. Not Considering Genuine Requests on Spouse Ground as well as with forgo of TA and TP.
This Union Urges the SPOs to take appropriate steps in this regard.

Reply: - No Faulty Rotational Transfer Order was issued. This issues with the Approval of the Committee. How Ever Union Pointed out the Case of Bijay Naik, SPM, Bagedia, who has been transferred from Bagedia to Dhenkanal H.O. actually Sri Naik was PA, Angul H.O and after Completion of His tenure at Angul H.O. has been transferred and Posted as PA, Dhenkanal H.O.

Item No 1/05-2015:- Proper Policy / Roll Out Plan. Fill Up All Sanctioned Posts / Hands in “ to be CBS “ Offices for Effective Pre Migration and Post Migration Activities which will Reduce Inconvenience Caused to Our Esteem Customers in Operating Their Accounts as well as staff in performing their duty.

Brief: - All Sanctioned Post in “ to be CBS “ Post Offices should be filled up at the earliest for Effective Pre Migration Activities and Post Migration Activities which will enable the Staff to Reduce Anomalies and Discrepancies in Data and Ensure Correct, Valid Data Migration  which will Reduce Inconvenience Caused to Our Esteem Customers in Operating Their Accounts as well as staff in performing their duty.

This Union Urges the SPOs, Dhenkanal Division to make Necessary Steps and Action in this Regard And Ensure Fill Up of All Posts in “ to be CBS “ Post Offices at the Earliest.
Reply: - This will be Considered as per the Availability of Staff.

Item No 2/05-2015:- Undue Favoritism to the SPM, Hulurisingha SO

Brief: - Some Triple Handed Offices with Heavy Transactions are Running Single Handedly after sanction of Leave or deputation of one official. They are being forced to manage the work single handedly. However Double Handed Offices like Hulurisingha SO is not even managed Single handedly for a single day. The Administration is forcing for deputation to Hulurisingha SO. The Partiality Activity should be avoided.

Reply: - This is not a fact. The Office is managed single handedly in some occasion but not to a longer spell as there are 17 B.O.s under the office.

Item No 3/05-2015:- According to Rule there should be Maximum 20 BOs under a SO and there should be No BO under a HO. However this Rule has been Violated in Dhenkanal Division.

Brief: - According to Rule there should be Maximum 20 BOs under a SO and there should be No BO under a HO. However this Rule has been Violated in Dhenkanal Division For e.g., Parjang SO.

This Union Urges the SPOs, Dhenkanal Division to make Necessary Arrangement in Matching Saving Scheme at the earliest to Preserve Letter and Spirit of the Directorate.

Reply: - This will be looked into. I.P. Kamakhya Nagar will be asked to submit proposal for bifurcation of BO or possible conversion of any BO to SO.

Item No-4/05-2015:- Coloured Pay in Slips and other forms is to be used for convenience of the Public, Counter Clerk and The Supervisor In Finacle Environment.

Brief: - Specific coloured pay in slips and other forms for particular schemes is to be used for convenience of the public, counter clerk and the supervisor.

This Union Urges the SPOs, Dhenkanal Division to make sufficient availability of all above things at all offices of this Division.

Reply: - As this is a policy matter this can not be decided at Divisional Level.

Item No-5/05-2015:- Delay in Approval for Payment of Electricity and Telephone Bills Causing Loss to the Department.
Brief: - Late Approval for payment of Electricity and Telephone Bills by Divisional Administration may Cause Loss to the Department. The Rebate / Concession which is due in timely / early payment may not be availed in case of late payment due to late approval.

This Union Urges to take appropriate action to avoid delay in approval.
Reply: - No Electricity Bill is received at Divisional Office. How ever any bill received is paid in time. If any delay noticed, the SPM will be instructed to obtain phonic approval for payment.

Item No-6/05-2015:- Intentional Harassments to Staff by Transfer before Tenure.
Brief: - Staff are being intentionally Harassed by Transfer before Tenure, i.e. within One Year of Transfer which severely affects them financially, mentally, accommodation and children education. Case of Sri Chandramani Mallik, SPM, Bhuban SO, Sri Suryakanta Sahoo, PA, Hulurisingha SO. 

Reply: - Transfer has been made as per rule in the interest of service.
