!! RIP : Postman who survived Nagasaki A-bomb dies at 88 !!

Prominent nuclear disarmament campaigner Sumiteru Taniguchi, who was delivering mail in Nagasaki when the United States dropped an atomic bomb in 1945, died today at the age of 88.
Taniguchi, once considered a front-runner for the Nobel Peace Prize, died of cancer at a hospital in the southwestern Japanese city, according to Nihon Hidankyo, a group that represents survivors of the atomic bombings of Nagasaki and Hiroshima.
The then-postman, aged only 16 when the attack happened in the closing days of World War II, suffered horrific burns to his back and left arm that took years to heal properly.
He had been riding his bicycle some 1.8 kilometres from the epicentre of the blast.
"All of a sudden, after seeing a rainbow-like light from the back, I was blown by a powerful blast and smashed to the ground," he said at a commemoration ceremony for the Nagasaki bombing in 2015.
"When I woke up, the skin of my left arm from the shoulder to the tip of my fingers was trailing like a rag. I put my hand to my back and found my clothing was gone, and there was slimy, burnt skin all over my hand.
"Bodies burned black, voices calling for help from collapsed buildings, people with flesh falling off and their guts falling out... This place became a sea of fire. It was hell."
He became one of the few early faces of the bombing aftermath when US military pictures of him recovering in hospital, his entire back an agonising slab of melted flesh, were beamed around the world.
Taniguchi, who spent about three-and-a-half years in hospital after the blast, went on to become a prominent disarmament campaigner, making dozens of speeches both in Japan and overseas about his experience.
"I fear that people, especially the younger generations, are beginning to lose interest," he said in a 2003 interview with AFP.
"I want the younger generations to remember that nuclear weapons will never save humanity. It is an illusion to believe that the nuclear umbrella will protect us."
The US dropped the first atomic bomb on Hiroshima on August 6, 1945, killing around 140,000 people. The toll includes those who survived the explosion itself but died soon after from severe radiation exposure.
Three days later the US dropped a plutonium bomb on the port city of Nagasaki, killing some 74,000 people.

Function 7 days in a month in city: HC to CAT


NAGPUR: In a big relief to lawyers and litigants fighting cases related to Union government's jobs, the Nagpur bench of Bombay High Court on Monday directed the Central Administrative Tribunal's (CAT) registry to continue its interim order of sitting for a week in Nagpur at least once in a month.

A division bench comprising justices Bhushan Dharmadhikari and Arun Upadhye also asked the centre to take decision on petitioner's representation of demanding permanent CAT bench in the city, having jurisdiction of Khandesh, Vidarbha and Central India, within six weeks.

Before disposing off the PIL by CAT Bar Association at Nagpur and its secretary Anil Bambal through counsels — Mohan and Akshay Sudame, the court granted liberty to the petitioners to re-approach if directives were not complied with by the respondents.

CAT was established on October 2, 1985, with a view to resolve disputes of central government employees at Delhi, Mumbai, Kolkata and Allahabad. Later it was expanded to 33 benches while circuit sittings are conducted in other major cities.

These sittings were initially held at alternate months in the city, but later its periodicity was reduced and quarterly sitting was held to adjudicate the cases. Subsequently, even those were discontinued and there was no sitting from April to December in 2014.

The petitioners contended that on account of irregular sittings, pendency of cases jumped from 337 in 2007 to 641 by the end of 2014. On an average, about 250-300 cases are filed at Nagpur every year. Due to irregular sittings of CAT bench, the pendency of cases has jumped.

Explaining the plight of people from Vidarbha, who had to travel 850 kms to Mumbai for their cases due to irregular CAT sittings, the petitioners argued that not all could afford frequent travel, especially the class-III and IV staffers.

The usual practice is that if an interim order is granted, matter is fixed immediately after 15 days for their speedy disposal such as transfer. Though a large number of cases is pending before the tribunal for last several years, the circuit sitting is being held only for a week in two months.

They pointed out that since large number of the central offices is operating in the city recruiting thousands of employees, it is perfect place to establish the permanent CAT bench. They included — Income Tax, Central Excise and Customs, Accountant General, Geological Survey of India, Indian Bureau of Mines, Metrological Department, Railways, Department of Posts, Director of Accounts (Posts), Archaeological Survey of India, Central Public Works Department, Survey of India, Central Government Health Scheme, Mines Safety Department and several others.

Government announces email service for officials in English, Hindi



The government today announced email service for its 5 million personnels in English and Hindi in accordance with the email policy. 

The email policy bars the government employees from using private email services due to security reasons. 


"As part of the mandate under the Digital India program, Government will provide a secure eMail service to all its officials for secure communication. As of now the service will be offered to 5 million users. Currently, the user base is 1.6 million," a statement from Ministry of Electronics and IT said. 

The primary domain for English email id will (at)gov (dot)in and for Hindi email id it will be sarkar(dot)bharat in Hindi script. 

"The primary trigger behind the policy was government data which resides on servers outside India and on servers beyond the control of the government of India," the statement said. 

The email service will be largest service of its kind for the government with a user base of 5 million, the statement said. 

The announcement from MEITY comes about 10 days after Rajasthan government launched first email service for residents in the state. 

The email service of the Rajasthan government has been developed by Jaipur based Data Infosys. A Rajasthan government officer involved in the project said that the state government will be operating and maintaining the entire project because of security reasons. 

The new email service started under under Meity claims to provide rich user experience with a streamlined browser interface that gives natural conversation, enables drag and drop, easy-to customise filters, management and search of large in-boxes of email and voice-mail messages, multiple calendars, contacts and task lists etc. 

As per the statement, the new email service will have "enhanced security authentication mechanisms for users with geo-fencing and device mapping".

Meet the Pune man who has Lord Ganesha icons from across the globe



“Ganesha is present across boundaries and is worshipped across the world,” said Vinayak Awate, philatelist and numismatist who has hundreds of stamps, stamp papers from countries having faith in Lord Ganesha. “I have stamps of Ganesha in various forms from Niger in Africa, Ceylon, Nepal, Czech Republic, Thailand, Indonesia and several other countries. It was interesting to find coins from these countries with Lord Ganesha as the currency,” he added.

This also means that the world is aware of what Lord Ganesha denotes – that he is the God of knowledge and prosperity. I was searching for Ganesha in forms of stamps, currencies and miniatures, so when I found Ganesha in other countries, I was surprised and it felt great to find these unique stamps and other paraphernalia. Awate started collecting stamps specifically on Ganesha from the age of 15. “I was born on Chaturthi and I was named after Ganesha, besides I was fascinated with the ‘God of knowledge’ that led me to search more about him,” he said.


Besides stamps, he also collects coins and has coins from South India. These are from Hindu and Muslim kings, mainly known as Madurai Nayaka, interestingly these coins all have Ganesha. These belong to the 6th and 7th century. The coins are of metal, mostly copper with die-cast.

“While collecting, I came across an Indonesian note with Ganesha prominently displayed, and a Thai coin with Ganesha. Both countries have temples and worship Ganesha,” he said. Besides these, Awate also has stamps and stamp papers of the Indian princely states – Sangli, Miraj, Kurundwad, Wadi, Jamkhandi and Pipoloda from Madhya Pradesh, all of them have Ganesha printed on it. “All the above states except Piploda, had Ganesha as their Kuldaivat and hence, it was widely used in their court fee stamp papers, revenue stamps,” he said.

Pratisad Neurgaonkar, another philatelist from the city, also has Ganesha special postal covers issued by the India Post. India does not have stamps as far as Ganpati stamps are concerned, but they bring out special covers and customised greeting cards, like in 2002 Shrimant Dadgusheth Halwai Ganpati, while Lalbaugcha Raja special cover came out in 2016. “It is assumed that we are secular and we cannot issue any religious stamps. We also have stamps released in the US customised to show Ganesha,” he said.

“Basically, Ganesha is very popular from all ages, and he is the most worshipped everywhere. Traditionally, everyone has a Ganesha. When I found out that other countries are issuing stamps, it’s a different feeling and it is so unique that every philatelist will like to own one and display it,” he said.

His daughter Urja is following his footsteps, and is keen on becoming a philatelist with repute, with her recently winning a silver in an international philately exhibition.

Postal services affected


Postal services were hit in the two districts as departmental staff – clerks, post masters and postmen who were members of the National Federation of Postal Employees (NFPE) went on a day’s strike, pressing for 10-point charter of demands.

After the Gramin Dak Sevaks (GDS) – postal employees serving in rural areas called off their week-long strike on Tuesday night, the departmental staff struck work on Wednesday, in response to the call given by NFPE, affiliated to the All India Postal Employees Union (AIPEU).

Except head post offices in the two districts, most of the sub post offices remained closed, sources said. Services such as deposits and withdrawals under small savings remittance and withdrawal of money sent from abroad and delivery of posts were affected, sources said.

P. Nagarajan and N. Arivazhagan, district president and secretary respectively of the NFPE, said the strike was total in Ramanathapuram district as most of the 57 sub-post offices in the district were closed.

Sources in postal department, however, said more than 20 sub-post offices remained opened as employees who were members of the Federation of National Employees Organisation did not join the strike.

In Sivaganga and Karaikudi divisions, the strike was total, G. Nagalingam, Sivaganga division secretary of NFPE, said. Almost all the 38 sub-post offices in the division and most of the about 60 sub-post offices in Karaikudi division remained closed, he said.

The employees were pressing for filling of vacancies such as postal assistants, sorting assistants, mail guard and mail men. They demanded that the GDS be given the status of civil servants and pay scales for casual, part time, contingent and mazdoor workers be fixed in accordance with Sixth and Seventh Pay Commissions.

They also demanded five working days in a week and scrapping of the new pension scheme and fix 50% of the last drawn pay as the minimum pension.
