EPFO joins network of Common Services Centers
To expand the reach of convenience offered to EPF members, Employees Provident Fund Organisation (EPFO) has joined the network of Common Services Centers (CSC). A Memorandum of Understanding (MoU) has been signed between EPFO and CSC e-Governance Services India Limited (CSC SPV) on 25th October 2016. The MoU is initially for a period of five years.

To start with, the pensioners of Employees Pension Scheme of EPFO can submit their digital life certificates via Jeevan Pramaan Patra programme through a large number of points of Presence (PoP) of CSC networking in addition to those available at EPFO offices. The pensioners living in remote areas can avoid cost and inconvenience of travelling down to the EPF offices or their banks for filing paper based life certificate. In near future, it is also planned to enable various other online services namely aadhaar seeding with Universal Account Number (UAN), e KYC operated upload and update facility, UAN card related services and online claim related services.

Common Services Centers (CSC) network is one of the largest government approved online service delivery channel in the world. CSC are broadband enabled rural service delivery points established by District e Governance Societies (DeGSs), selected by the State Governments, for aggregating content and offering relevant Government to Customers (G2C), Business to Customers (B2C), Business to Business (B2B) and other services. EPF subscribers may access these services at their convenience from the nearest CSC network.

Women employees can now file harassment complaints online:Govt

The women employees of the Central government will soon be able to file sexual harassment complaints online.

The decision was taken at a meeting called by Women and Child Development (WCD) Minister Maneka Gandhi today after she received complaints from aggrieved women employees from various ministries.

Officials from Department of Personnel and Training (DoPT), Ministry of Home Affairs (MHA), Railway Ministry, Sports Ministry and Department of Financial Services were present at the meeting.

The e-platform for posting complaints will be hosted on the Women and Child Development ministry's website, a senior official said, adding the complaints will then be taken up with the respective ministries/departments.

An inter-ministerial committee headed by a senior WCD official will be constituted to review the status of the complaints. The forum will also ensure that all Internal Complaints Committee (ICC) heads are imparted training on how to resolve such complaints, he said.

It has also been decided that the DoPT will issue instructions to ensure that training programmes for all services include a module on Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 to sensitise the government staff.

Additionally, the WCD ministry will issue guidelines for dealing with sexual harassment complaints. These will include a monthly as well as an annual report, to be prepared by the Internal Complaints Committee of each ministry, on the status of complaints received.

The cadre controlling authority of a victim will be required to monitor her progress for 5 years, in order to ensure that she is not further tormented for complaining against a colleague, the official said.

A similar exercise for the private sector is also on the anvil, he added.

The move comes after several women employees wrote to the WCD ministry about delay in getting their complaints about sexual harassment resolved.

Civilians to now assist police as 'Police Mitra'

New Delhi, Oct 28 (PTI) Civilians will soon be able to assist police in handling local matters as 'Police Mitra', in an initiative to strengthen the relationship of the security force and the public.



The idea was suggested by Prime Minister Narendra Modi at the Directors General of Police and Inspectors General conference last year where he had stressed that police forces should work on bridging the gap between them and the society.



Delhi Police Commissioner Alok Kumar Verma has issued standing orders to implement the initiative from today.



"The Police Mitra initiative will be implemented from today. Every police station will have civilian volunteers, whose number will depend on the area, and they will help police in crime prevention and establishing a better public- police interface," said Dependra Pathak, Delhi Police spokesperson and Joint Commissioner of Police (Southwest).



The modalities of the programme have also been worked out and those people who have a "good social record" in the area will be enrolled, said the officer.



Their job will be to help police in addressing issues like drug addiction, maintaining communal harmony in the area, he added.



After being chosen, they will undergo an interactive session at the local police stations where they will be posted and will be apprised of their duties, said the officer.

Dr. Jitendra Singh launches Employees Online (EO) Mobile App of DoPT

App aims to update on ACC appointments and postings on real time basis and to bring transparency 
The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr.Jitendra Singh launched the Employees Online (EO) App here today. EO App is a mobile application of the Department of Personnel & Training (DoPT), Ministry of Personnel, Public Grievances and Pensions.

Speaking on the occasion, Dr.Jitendra Singh said that it is the need of the hour to bring in high-tech systems in the governance. Since Department of Personnel & Training (DoPT) is the R&D wing of the Government, it acts as a role model to other Ministries/ Departments, he added. He said that, as mobile phones are virtually available to all in the country, it is essential that we move to a mobile platform, which is easily accessible anytime, anywhere. Dr. Jitendra Singh said that the EO App has been developed keeping in mind the spirit of maximum Governance, minimum Government.

“The application would enable its users, which may include officers, media persons and all stakeholders to stay updated on real time basis with appointments and postings approved by the Appointments Committee of the Cabinet (ACC) and vacancies at senior level in the Government of India.

By eliminating the information asymmetry in this regard, the EO App will reduce speculations regarding transfers and postings in the Government of India and will make the system completely transparent as all the relevant orders and notifications will now be instantly available in the public domain.

This is an effective management tool which also empowers the IAS officers on Pan India basis and officers serving under Central Staffing Scheme by providing their personal records like Annual Performance Appraisal Report (APAR),Immovable Property Return (IPR), Executive Record (ER) sheet through secured NIC login Id and Password”.

Android users can download the application from the Google Play Store using DoPT as the keyword for searching the App. The iOS version of the application will be released shortly.

The revised pay structure is set to benefit about 4,00,000 employees and close to 3,00,000 pensioners.
Implementation of the Seventh Pay Commission is to bring an additional burden of Rs 5000 crore per year for the state exchequer.

LANDMARK JUDGMENT BY SUPREME COURT FOR PAYMENT OF “EQUAL PAY FOR EQUAL WORK” TO THE DAILY WAGE EMPLOYEES, ADHOC APPOINTEES, EMPLOYEES APPOINTED ON CASUAL BASIS, CONTRACTUAL EMPLOYEES AND THE LIKE.

LANDMARK JUDGMENT BY SUPREME COURT FOR PAYMENT OF “EQUAL PAY FOR EQUAL WORK” TO THE DAILY WAGE EMPLOYEES, ADHOC APPOINTEES, EMPLOYEES APPOINTED ON CASUAL BASIS, CONTRACTUAL EMPLOYEES AND THE LIKE.

The Hon’ble Supreme Court in its Historical 102 pages Judgment in Civil Appeal No. 2013 of 2013 dated 26.10.2016 has directed that Temporary Employees, Adhoc Appointees, employees appointed on Casual basis, contractual employees and the like, if the concerned employees are rendering similar duties and responsibilities as were being discharged by regular employees holding the same/corresponding posts are entitled “for equal pay for equal work” such employees are entitled for draw wages at the minimum of the payscale extended to regular employees holding the same posts. We will be representing to the Govt. To implement this Judgment and issue a common order in this regard. Full judgement is reproduced below:

Solution for frequent disable of SBCO user IDs at every morning automatically in DOP Finacle

MIS report URL login depends on yesterday login status of the user in Finacle production.

If User failed to login in Finacle production consecutively for 7 days, user ID will be disabled automatically .
Similarly password will be expired after 15 days , in case password is not changed .
These are the security feature enabled in Finacle
MIS server DB refresh is being done on daily basis. Status of user is also getting refreshed in MIS Server based on Finacle production data. If the status of user ID is in disabled / locked / password expired in Finacle Production, the same same will be reflected in MIS server after MID DB refresh
It is observed that some of the SBCO users are not logged in Finacle production consecutively for 7 days , but trying to login MIS report server.

As status of user is disabled in production after 7 days, the same is being reflected in MIS due to daily DB refresh activity and hence user unable to login MIS .

For example, today if status of user is disabled in Finacle production, user ID status in MIS will also be changed to disabled after refresh of MIS DB which is being happened during every day night after DC closure.

That is why , even though status of user is enabled today in MIS , the same will be shown as disabled in MIS after MIS DB refresh in case the user is disabled in production .

Suppose user is enabled in production today, the same will be automatically reflected in MIS server after tonight DB refresh, without making any changes in MIS server
So, please educate the users to login in production at least once in a week and change password within 15 days so that both Finacle production and MIS login issues may be avoided

BSNL plans to cut thousands of jobs next year

State-owned Bharat Sanchar Nigam Ltd will reduce its workforce by nearly 7% in 2017-18, from the employee-base of 2,09,996 in 2016-17.

BSNL expects total employees as on April 30, 2017, to be 1,96,162, the state-driven telco said in response to an application filed under the Right to Information Act, 2005.

The workforce phase out is part of employees attaining retirement age, which according to the service provider would eventually help in bringing it back into the black in the following year.

"Nearly 10% staff goes off the rolls every year as they achieve retirement. We are not filling up new positions and it could eventually help us in increasing operational profit," BSNL chairman Anupam Shrivastava had earlier told ET. Backed by steady reduction in staff costs, land monetization scheme, tower and spectrum assets sharing, the PSU aims to turn into a profit-making business by 2018-19, according to the top executive.

The VRS (voluntary retirement scheme) proposal aimed at bringing down headcount is however on hold, according to Shrivastava.

Of the 22 telecom circles, Andhra Pradesh has the highest number of 22,000 PSU employees.

BSNL, when compared to private sector competitors, has a mammoth outgo of more than 50% of its annual revenue towards meeting salary expenses of its staff. In 2015-16, the telecom company spent nearly Rs 15,000 crore in salary disbursements.

Rival companies including Sunil Mittal's Bharti Airtel, Aditya Birla group's Idea Cellular and UK-based Vodafone India unit spend a mere 5% to 6% on staff salaries.

Market leader Bharti Airtel has around 20,000 employees across India while the country's second-largest telco Vodafone India has an employee base of little over 13,000.

BSNL posted an Rs 8,234 crore loss in 2014-15, highest among all public-sector companies for that year, followed by Air India's Rs 5,860 crore loss.

Prohibition of Benami Property Transactions Act, 1988.
Benami Property Transactions Act, 1988 has been amended by the Benami Transactions (Prohibition) Amendment Act, 2016 (BTP Amendment Act). The rules and all the provisions of the BTP Amendment Act shall come into force on 1stNovember, 2016. After coming into effect of the BTP Amendment Act, the existing Benami Transactions (Prohibition) Act, 1988 shall be renamed as Prohibition of Benami Property Transactions Act, 1988 (PBPT Act).

2.         The PBPT Act defines benami transactions, prohibits them and further provides that violation of the PBPT Act is punishable with imprisonment and fine. The PBPT Act prohibits recovery of the property held benami from benamidar by the real owner. Properties held benami are liable for confiscation by the Government without payment of compensation.

3.         An appellate mechanism has been provided under the PBPT Act in the form of Adjudicating Authority and Appellate Tribunal. The Adjudicating Authority referred to in section 6(1) of the Prevention of Money Laundering Act, 2002 (PMLA) and the Appellate Tribunal referred to in section 25 of the PMLA have been notified as the Adjudicating Authority and Appellate Tribunal, respectively, for the purposes of the PBPT Act.

4.         A Joint / Additional Commissioner of Income-tax, an Assistant / Deputy Commissioner of Income-tax and a Tax Recovery Officer in each Pr. CCIT Region have been notified to perform the functions and exercise the powers of the Approving Authority, Initiating Officer and Administrator, respectively under the PBPT Act.

Sub: Future computation of Dearness Allowance and adoption base index figure to Revised Minimum Wage – Regarding


The revised pay structure, as recommended by the 7th CPC, was given effect as on 01.01.2016 as per the Government’s Notification. The Dearness Allowance, which was computed at 125% ( i.e 125.75 fraction of 0.75 being ignored), got merged with Pay as on that date. The 7th CPC has not indicated as to what base figure of AICPI(IW) the Revised Wages will relate to hereafter wards. As you are aware, the actual DA that was due as on 01.01.2016 was 125.75. It is only due to the practice of ignoring fraction; the DA was determined at 125%. No doubt, the said practice had not been impacting very much except for the postponement of the benefit by six months. It is, therefore, necessary that, Revised Wages are related to a base index figure equivalent to actual Dearness Allowance percentage of 125 that stands merged as on 01.01.2016. This is more so due to the fact that there is no possibility of the ignored fraction of 0.75 being reckoned for any computation in future.

We, therefore, request that, 12 monthly average, which stood at 261.33 as on 31.12.2015, may be taken at 260.46, which would provide the exact percentage of DA at 125. The future percentage increase in DA in other words may be computed with the base figure of 260.46. The next instalment of DA, which has become due as on 1.07.2016 if computed on the above basis of 260.46, shall work out to 3.28%. On ignoring the faction, the DA with effect from 01.07.2016 shall be 3%. We, request you to kindly take the above into account and issue orders for grant of 3% DA w.e.f. 01.07.2016.

IPPB is taking rapid steps towards operations. IPPB will become largest bank in the world says Shri B V Sudhakar, Secretary India Post. He also says that IPPB is planning to roll out 650 branches by next year and all these branches will work in connection with existing India Post offices thus making IPPB the largest bank in the world.

He also says that the bank is envisioned towards the financial inclusion of the country. He says that the bank is recruiting heavily and also said that there will be internal deputations from the officials of Post officess, RMS offices and DAP etc.

6 Inspiring Facts About GDS Struggle for Enhanced Bonus Everyone Must Know

The Govt. of India had issued the orders for payment of enhanced bonus to all Central Govt. Employees on 29-10-2016. The bonus calculation ceiling is raised from Rs.3,500/- to Rs.7,000/- from 01-04-2014. Accordingly the bonus payment to all regular employees for the financial year 2014-15 and 2015-16 was paid with arrears at the enhanced rate of Rs.7,000/- in August 2016.

Unfortunately the Postal Board refused to issue enhanced bonus ceiling in respect of about three lakhs Gramin Dak Sevaks working in the Department of Posts. It referred the case to Gramin Dak Sevaks Committee for recommedations.

The previous GDS Committee headed by Shri. Nataraja Murthy had made a retrograde recommendation in its report. As per that recommendation the productivity of GDS is only 50% of the regular employees and hence it recommended only 50% bonus paid to regular employees to GDS. At that time the bonus calculation ceiling was Rs.3,500/-.

As per Nataraja Murthy Committee, the GDS are eligible for Rs.1,750/- calculation ceiling only. Hence the Postal Board refused to extend the enhanced bonus ceiling of Rs.3,500/- for GDS. Against this stand NFPE and AIPEU-GDS along with Postal Joint Council of Action including FNPO and NUGDS conducted series of agitational programmes including strike. Postal JCA discussed the case with then Minister of Communications also.

Finance Ministry rejected the case for enhancement of bonus to 3,500/- three times inspite of favourable recommendations from Minister, Communications. Finally, after prolonged struggle the Finance Ministery approved the enhancement and orders for grant of bonus at the rate of Rs.3,500/- was issued for Gramin Dak Sevaks also.

This time the Chairman of the GDS Committee, Shri. Kamalesh Chandra, took a different stand. The committee recommended the enhanced bonus of Rs.7,000/- to GDS also. It stated that the overall revenue generated by GDS Post offices and the overall expenditure for running the GDS Post offices is almost equal. The actual deficit on account of GDS is only 200 crores, whereas the total deficit of Postal department is more than 6000 crores.


That means the loss on account of GDS is very meagre when compared to the loss incurred for running the departmental post offices, RMS and Administrative Offices. Hence Shri. Kamalesh Chandra Committee made a favourable recommendation to Postal Board to grant enhanced bonus to GDS at the rate of Rs.7,000/-. Postal Board sent the file to Finance Ministry for approval. The Finance Ministry after detailed study, gave approval and Department of Posts issued orders on 27-10-2016.
Role played by NFPE & AIPEU - GDS:
NFPE and AIPEU-GDS under the leadership of Com.R.N.Parashar, Secretary General, NFPE and Com. P.Panduranga Rao, General Secretary, AIPEU-GDS, gave call for agitational programmes along with FNPO & NUGDS, protesting against the discrimination shown towards GDS and demanding enhanced bonus calculation ceiling of Rs.7,000/- to GDS also for the financial year 2014-15, and 2015-16 also demanding payment of revised wages to all casual, part-time, contingent employees from 01-01-2006.

It conducted nationwide protest demonstrations and mass dharna in front of all Circle/Regional and Divisional Offices. It declared indefinite hunger fast in front of Postal Directorate (Dak Bhavan, New Delhi) from 3rd November 2016 and two days strike on 9th &10th November, 2016. Notice for the two days strike was served to the Secretary, Department of Posts on 20-10-2016. Intensive campaign was undertaken throughout the country and the response from employees was overwhelming.
Departmental Employees and GDS unity is exhibited:
In 1984, first time in the history of Postal Trade Union movement the Postmen,Group D & EDAs Union (NFPE) under the leadership of late Com. Adinarayana, the legendary leader, gave a call for nationwide one day strike on 19th September 1984 exclusively for one demand ie; the demand of the Extra Departmental employees.

Again after 32 years NFPE & AIPEU-GDS along with FNPO & NUGDS took a historic decision to go for two days nation wide strike on 2016 November 9th & 10th, both by departmental employees and Gramin Dak Sevaks, exclusively for the demands of most down-trodden section of GDS and Casual Labourers.

No other demand of departmental employees was added to the charter of demands. We proved that NFPE,AIPEU-GDS and Postal JCA always stood with the GDS and Casual Labourers and the departmental employees declared that GDS and Casual Labourers are our own family members and we will not tolerate any discrimination and shall go for two days strike for GDS and Casual Labourers. This is really an inspiring experience.
Role of recognised GDS Union:
The recognised GDS Union of Shri.S.S.Mahadevaiah, earlier used to declare that I will go for indefeinite strike only as no purpose will be served by one day or two days strike. He has written many write up and circulars earlier criticising NFPE & AIPEU-GDS for one day or two day’s strike. The same leader, who earlier said that I don’t believe in one day or two days strike, this time was afraid of the NDA Government and decided to go for two days strike on 25th & 26th October 2016. He has not made any campaign other than giving strike notice.

His list of new office bearers elected in the belated last All India Conference was pending before the Directorate for approval. He was afraid of loosing recognition, if he goes on strike. The Department of Posts has clearly informed him about the conseuqences of the strike.

After discussion with Department he surrendered and agreed to withdraw the strike and his strike call was widhrawan on 24-10-2016 itself, even before the approval of the Finance Ministry. The leader who used to criticise others for deferring the strike earlier, has ran away from the battle field half way, fearing withdrawal of recognition.

Thus the real face of the recognised union leader was exposed before the entire postal employees. NFPE has already reminded him earlier itself that- '' you can fool some GDS for sometimes but cannot fool all GDS for all time”. Sri. Mahadevaiah is afraid of facing membership verification also and is requsting the department every time for extension.
NFPE,AIPEU-GDS and PJCA stand-
Departmental held disscussion with NFPE, AIPEU-GDS, FNPO& NUGDS. They have also cautioned the leaders of the consequences of the strike. Government has appointed a sepearate GDS committee under the Chairmanship of Retired Postal Board Member Shri Kamdesh Chandra. Our demand for imclusion of GDS also under the purview of 7th CPc was not accepted by the NDA Government NFPE and AIPEU-GDS has submitted a detailed memorandum to GDS Committee.

A delegation of NFPE and AIPEU-GDS has met the Chariman, GDS Committee three times and tendered oral evidence. Our main demand is grant of Civil Servant Status and grant of all benefits of departmental employees. to GDS. The GDS Committee has informed that it will submit its to recommendations to Government in November 2016 .

If the recommendations are against the interest of the GDS, NFPE & AIPEU-GDS will definitely go for struggle including strike along with postal JCA.

The recognised GDS Union of shri. Mahadevaiyya could not settle any of the demands of GDS during the last more than 15 years. It don’t believe in the unity of GDS and departmental employees. It is treating the departmental employees and their recognised federations ( NFPE & FNPO) as the enemy of GDS. He is also against the united movemented of Central Government Employees and Confederation of Central Government employees and workers.

In the above circumstances it is the duty of every GDS employees to strengthen NFPE and APIEU-GDS. It is proved that only a United Struggle of departmental employees and GDS can settle the genuine demands of GDS employees. Realising this fact, all the GDS are requested to vote for AIPEU-GDS, by submitting the authorisation letters (declaration forms) in favour of AIPEU-GDS, which is an Associate member of NFPE, in the coming membership verification.
Role of Confederation and JCM (National Council) Staff Side:
The Confederation of Central Govt. employees & Workers extended full support and solidarity to the strike call of NFPE, AIPEU-GDS and Postal JCA for enhancement of bonus ceiling to 7000 and called upon all other Central Govt. employees (other than Postal employees) to conduct solidarity demonstrations on the days of the two day strike on 9th &10th November 2016. The Confederation took initiative to raise the issue in the JCM (NC) Standing Committee meeting held on 25-10-2016 along with the JCM staff side. The GDS Bonus issue was discussed in the JCM with Govt. and demanded immediate settlement.
Congratulations and Salute to All:
No doubt, the GDS bonus ceiling enhancement is as great victory for NFPE, AIPEU-GDS and Postal JCA including FNPO and NUGDS. The departmental employees and GDS who unitedly conducted the struggle till victory, deserves congratulations. The unity of departmental employees and Gramin Dak Sevaks should be further strengthened and those who are trying to break the unity should be isolated. Coming days are very crucial and may demand more united and militant struggle. Let us once again declare that “Unity is for struggle and struggle for Unity”.

Post offices to go paperless in six months

In a customer-centric initiative, India Post will go paperless shortly implementing Core System Integrator (CSI) Project across different channels, levels and locations, according to its Vijayawada Region Postal Services Director E. Veerabhadra Rao.

Addressing the media here on Friday night, he said, “A pilot project is being implemented in Machilipatnam in this region to lay down a robust IT infrastructure, implement software applications. All services of the Postal Department will go online in six months time.” Customer Interaction Channels would provide services through call centre, web portal and mobile devices.

The CSI also provided for IT-based mail operations with improved article tracking and technology-driven logistics network. Finance & Accounts as also Human Resources Management would be done online under CSI, he added.

“India Post is fully geared up to offer banking services from new fiscal,” he said, adding that the Reserve Bank of India had in principle agreed to inter-portability of its Automated Teller Machines (ATMs) with those of PSU banks. “Some ticklish issues like addressing the complaints of the customers of each other are being looked into,” he added.

LESSONS OF THE GDS BONUS STRUGGLE

                   The Govt. of India had issued the orders for payment of enhanced bonus to all Central Govt. Employees on 29-10-2016.  The bonus calculation ceiling is raised from Rs.3,500/- to Rs.7,000/- from 01-04-2014.  Accordingly the bonus payment to all regular employees for the financial year 2014-15 and 2015-16 was paid with arrears at the enhanced rate of Rs.7,000/- in August 2016.  Unfortunately the Postal Board refused to issue enhanced bonus ceiling in respect of about three lakhs Gramin Dak Sevaks working in the Department of Posts.  It referred the case to Gramin Dak Sevaks Committee for recommedations.
                   The previous GDS Committee headed by Shri. Nataraja Murthy had made a retrograde recommendation in its report.  As per that recommendation the productivity of GDS is only 50% of the regular employees and hence it recommended only 50% bonus paid to regular employees to GDS.  At that time the bonus calculation ceiling was Rs.3,500/-.  As per Nataraja Murthy Committee, the GDS are eligible for Rs.1,750/- calculation ceiling only.  Hence the Postal Board refused to extend the enhanced bonus ceiling of Rs.3,500/- for GDS.  Against this stand NFPE and AIPEU-GDS along with Postal Joint Council of Action including FNPO and NUGDS conducted series of agitational programmes including strike.  Postal JCA discussed the case with then Minister of Communications also.  Finance Ministry rejected the case for enhancement of bonus to 3,500/- three times inspite of favourable recommendations from Minister, Communications. Finally, after prolonged struggle the Finance Ministery  approved the enhancement and orders for grant of bonus at the rate of Rs.3,500/- was issued for Gramin Dak Sevaks also. 
                   This time the Chairman of the GDS Committee, Shri. Kamalesh Chandra, took a different stand.  The committee recommended the enhanced bonus of Rs.7,000/- to GDS also.  It stated that the overall revenue generated by GDS Post offices and the overall expenditure for running the GDS Post offices is almost equal.  The actual deficit on account of GDS is only 200 crores, whereas the total deficit of Postal department is more than 6000 crors.  That means the loss on account of GDS is very megre when compared to the loss incurred for running the departmental post offices, RMS and Administrative Offices.  Hence Shri. Kamalesh Chandra Committee made a favourable recommendation to Postal Board to grant enhanced bonus to GDS at the rate of Rs.7,000/-.  Postal Board sent the file to Finance Ministry for approval.  The Finance Ministry after detailed study, gave approval and Department of Posts issued orders on 27-10-2016.
Role played by NFPE & AIPEU - GDS:
                   NFPE and AIPEU-GDS under the leadership of Com.R.N.Parashar, Secretary General, NFPE and Com. P.Panduranga Rao, General Secretary, AIPEU-GDS, gave call for agitational programmes along with FNPO & NUGDS, protesting against the discrimination shown towards GDS and demanding enhanced bonus calculation ceiling of Rs.7,000/- to GDS also for the financial year 2014-15, and 2015-16 also demanding payment of revised wages to all casual, part-time, contingent employees from 01-01-2006.  It conducted nationwide protest demonstrations and mass dharna in front of all Circle/Regional and Divisional Offices.  It declared indefinite hunger fast in front of Postal Directorate (Dak Bhavan, New Delhi) from 3rd November 2016 and two days strike on 9th &10th November, 2016.  Notice for the two days strike was served to the Secretary, Department of Posts on 20-10-2016.  Intensive campaign was undertaken throughout the country and the response from employees was overwhelming.
Departmental Employees and GDS unity is exhibited:
                   In 1984, first time in the history of Postal Trade Union movement the Postmen,Group D & EDAs Union (NFPE) under the leadership of late Com. Adinarayana, the legendary leader, gave a call for nationwide one day strike on 19th September 1984 exclusively for one demand ie; the demand of the Extra Departmental employees.  Again after 32 years NFPE & AIPEU-GDS along with FNPO & NUGDS took a historic decision to go for two days nation wide strike on 2016 November 9th & 10th, both by departmental employees and Gramin Dak Sevaks, exclusively for the demands of most down-trodden section of GDS and Casual Labourers.  No other demand of departmental employees was added to the charter of demands.  We proved that NFPE,AIPEU-GDS and Postal JCA always stood with the GDS and Casual Labourers and the departmental employees declared that GDS and Casual Labourers are our own family members and we will not tolerate any discrimination and shall go for  two days strike for GDS and Casual Labourers.  This is really an inspiring experience. 
Role of recognised GDS Union:
                   The recognised GDS Union of Shri.S.S.Mahadevaiah, earlier used to declare that I will go for indefeinite strike only as no purpose will be served by one day or two days strike.  He has written many write up and circulars earlier criticising NFPE & AIPEU-GDS for one day or two day’s strike.  The same leader, who earlier said that I don’t believe in one day or two days strike, this time was afraid of the NDA Government and decided to go for two days strike on 25th & 26th October 2016.  He has not made any campaign other than giving strike notice.  His list of new office bearers elected in the belated last  All India Conference was pending before the Directorate for approval. He was afraid of loosing recognition, if he goes on strike.  The Department of Posts has clearly informed him about the conseuqences of the strike.  After discussion with Department he surrendered and agreed to withdraw the strike and his strike call was widhrawan on 24-10-2016 itself, even before the approval of the Finance Ministry.  The leader who used to criticise others for deferring the strike earlier, has ran away from the battle field half way, fearing withdrawal of recognition.  Thus the real face of the recognised union leader was exposed before the entire postal employees.  NFPE has already reminded him earlier itself that- '' you can fool some GDS for sometimes but cannot fool all GDS for all time”.  Sri. Mahadevaiah is afraid of facing membership verification also and is requsting  the department every time for extension.

MAKE THE 7TH NOVEMBER 2016 MASS DHARNA PROGRAMME A GRAND SUCCESS
1st phase of the agitational programmes was conducted at all centres on 20.10.2016 as per reports received at CHQ. The next phase of programme is mass dharna at all important centres. All affiliates and C-O-Cs are requested to start preparations for ensuring maximum participations of employees in the mass dharna on 7th November 2016.

ALL INDIA TRADE UNION STUDY CAMP
Next All India Trade Union Study Camp of Confederation will be held in 2017. COC which are ready to take the responsibility of organizing the camp are requested to intimate their willingness to the Confederation CHQ before the National Executive meeting to be held on 16.12.2016, so that advance planning can be made. Camp will be conducted only after March 2017.
